Summary
This entry level position performs engineering technician assignments for projects and programs relating to the development, design, construction, inspection and administration for matters such as dike, bridge, storm drainage, surface water management, engineering, or road projects. Positions are assigned to a specific division within Public Works, but may be assigned tasks across divisions as needed.
Salary upon hire is step 1 through 3 ($25.48- $27.28 per hour) for an Engineering Technician I, dependent upon qualifications.
- Progressive increases are based upon years of service with Skagit County, up to 8 total steps (top step $32.46). Engineering Technician I is range 11 of salary schedule AFSCME (Public Works).
** NOTE ** Skagit County is currently conducting a Compensation Survey for this position which should be completed by June 30, 2023. Any increases to the salary range will be added at that time
Essential Functions
Depending on assignment, duties may include:
Preforms collection of traffic data and traffic related studies necessary to produce pre-design studies and resolve engineering issues.
Preforms data base management, inputting and updating data, managing public works assets within the data base.
Preforms pavement ratings on County Roads and provides data and applies pavement management principles to the County’s road network
Researches ownership, legal descriptions, and other information needed to prepare for vacations and to assist the public. Researches records, maps, and other data for engineering background information.
Assists Management and Senior Engineering Technicians in traffic related complaints and research.
Assists in acquisition of County, State and Federal permits as required for assigned projects.
Processes Utility Permit applications including updates and maintenance of databases and correspondence files and answering questions from utility companies, contractors, and the public regarding utility permits.
Works with supervisor to review plats, short plats, requests for variances, and other land use and development activities for conformance with Skagit County Code requirements.
Attends pre-construction meetings with contractors and/or utility companies and oversees utility company/contractor utility installation work within County road right-of-way, and ensures that all conditions of the utility permit are accomplished.
Prepares draft preliminary scopes, draft project specifications and draft cost estimates for assigned Public Works projects.
Coordinates project needs with assigned personnel and with the contractor as appropriate.
Performs research, water quality sampling, collection and compilation of the data and information necessary to produce pre-design studies, resolve engineering problems or provide quality assurance and quality control functions.
Assists the front office personnel in answering project related and technical questions.
Performs engineering tasks, including but not limited to drawings, plans, specifications and cost estimates, on assigned public works projects such as roadways, paths, bridges, solid waste sites, storm drain utilities, marine structures, etc.
Investigates drainage complaints, coordinates response and works with other Public Works staff to resolve drainage issues.
Perform stormwater and hydraulic modeling in support of County projects.
Performs construction and "as-built" inspections by overseeing assigned public works projects to assure conformance to plans and specifications. Process inspection records with appropriate departmental personnel.
Performs layout drafting requiring reduction of field notes and the application of survey information, including base mapping, overlay preparation, storm and sanitary sewers, road designs, site plans, presentation layouts, and publication mockups.
Prepares and reviews project documentation including right-of-entry, right-of-way and easement documents, public notices, and permit applications.
Performs a variety of design engineering tasks on assigned projects such as roads, pump stations, storm sewers, culvert installation, and watershed studies, and in the preparation of plans, specifications, and estimates for assigned projects.
When on survey assignment, measure distances, horizontal angles and elevations to establish horizontal and vertical control points through skilled use of survey equipment.
Performs a variety of related engineering office or field tasks to gather, analyze and record data, generate reports, and otherwise assist other employees.
May oversee work of contractors to assure conformance with contract and county specifications, documents and requirements. Resolves conflicts between contractors, owners, and other parties within scope of authority.

Minimum Qualifications
Completion of a two-year vocational course in Civil Engineering Technology or two years of college pre-engineering courses or two years’ experience in surveying, drafting, engineering, development review, surface water management, or construction inspection or any combination that provides a total of two years of training to acquire the necessary skills, knowledge and abilities to perform the work.
Requires knowledge of:
- Computer aided drafting and engineering design techniques as related to construction and public works projects, engineering construction terms and methods and extensive knowledge of surveying, and ability to interpret and communicate engineering plans and specifications.
- Principles, practices, and techniques of engineering related to area of assignment; as well as materials testing, information technology, and engineering mathematics as applied to roads, surface water management, development review, or other areas of assignment.
- Surveying, inspection, and basic construction management principles and practices.
Requires the ability to:
- Interpret and assess field data used for the maintenance and design of construction projects.
- Prepare engineering plans, designs, specifications, and estimates.
- Use and care for instruments and equipment employed in the area of assignment;
- Understand and execute oral and written instructions.
- Establish and maintain effective team building and working relations as necessitated by work assignments.
- Plan, schedule, and coordinate work assignments.
- Proficiently use Engineering Drawing software, including but not limited to the current release of AutoCad and Civil3D drafting software.
- Operate office equipment, including computers and various software programs (word processing, spreadsheet, database, email, and Internet)
- Ability to deal effectively with consulting engineers, contractors, owners, other jurisdictions, utility companies, and the general public.
Licenses and/or Certifications:
Must be able to obtain a Washington State driver's license within 30 days of employment.
Must acquire a flagging card within 6 months of employment.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed both in an office environment and on projects sites with varying weather and terrain conditions. Must be able to stand or walk on uneven terrain for extended periods, climb, lift equipment or samples up to 40 pounds, and have sufficient hand-eye coordination to operate computers and surveying equipment.
