  • Ensure the safe and efficient operation and maintenance of engineering plant and services.
  • Oversee the implementation of a condition-based maintenance management system.
  • Develop and implement procurement policies for Estates services.
  • Manage capital projects for plant replacement and infrastructure upgrades.
  • Provide expert technical knowledge on engineering issues to all departments throughout the site.
  • Manage a team of technical engineers and managers.
  • Resolve staff, contractor dispute or disciplinary issues.
  • Prepare regular reports on plant status, energy efficiency, emergency situations, personnel issues, services failure, labour performance, accidents, progress on specific schemes, financial matters, and any other items/subjects that may be required.

Responsible for the direct implementation of all Operational Health & Safety policies and protocols, ensuring that working practices comply with these in both spirit and practice.

Responsible for the continuing use and introduction of management systems to control and monitoring of plant and equipment necessary to meet the requirements of all current legislation, sale and achieve high plant efficiency at the lowest operating cost.

Ensures that all training is provided for Estates staff in communications.

Ensure that effective communication exists at all levels and key local and corporate messages are effectively communicated to all staff.

Ensure that communication is a two way process, which should encourage feedback and generation of good ideas; better staff involvement; and creating a strong sense of common purpose and team work.

Ensure that there are regular open meetings and a consistent method of communication at all levels, across all disciplines and professional boundaries.

Develop along with other staff within the Directorate a common, consistent and more innovative approach to staff recruitment, based on a ‘search’ for the core personal traits required for a particular role.

To facilitate service improvements, particularly where these involve changing attitudes or culture.

To support the remodelling of the Directorates services to create a more generic, seamless and efficient non-clinical support which meets the needs of patients and clinical colleagues.

The position will ensure that all Trust Management and personnel policies are cascaded to all staff and implementation is bath consistent and effective throughout the estates Department.

Responsible for the preparation and issue of tender specifications for annual service contracts relating to external specialist engineering maintenance services.

Conduct annual appraisals for all staff under their direct control.

Responsible for the budgetary control of Staff Labour, Materials and Contracts

Present information on multi-stranded projects to board level senior manager. Be able to present financial, contractual and time information with respect to the above projects.

Provide expert technical knowledge on engineering issues to all departments throughout the site.

Assists the Engineering Manager in developing long term capital plans to reduce backlog maintenance problems for their specific site.

Looks to reduce the cost base by working with his colleagues across departments to develop short and long term procurement strategies.

Able to operate a CAD (Computer Aided Design) system.

Has an appreciation of engineering measuring tools to monitor plan and equipment efficiency.

Is fully conversant with computerised building management systems.

Is fully conversant computerised maintenance management system including the techniques used for condition based maintenance.

Responsible for the development and implementation of all Estates procurement policies.

Will be responsible for the overall running of capital projects for plant replacement and infrastructure upgrades to reduce backlog maintenance for their respective sites.

Has line management for several technical engineers and managers.

Is responsible to ensure that the estates are surveyed regularly to provide an audit check on work progress.

Will act as the lead specialist on a day to day basis and on all capital schemes relating to engineering infrastructure, guided only by building codes, health and safety legislation and health technical memorandums.

Will undertake to resolve staff, contractor dispute or disciplinary issues

Ensures that the Trust and its associated users are provided with a cost effective, technically sound and reliable distribution and engineering service on a continued basis.

Responsible for the implementation of working practices to ensure that achievement of safe and efficient operation and maintenance of engineering plant and services.

Responsible for all Direct Employed labour.

Responsible for the control and application of the operations and maintenance budget ensuring it is effectively committed and not exceeded.

Responsible for the implementation of a condition based maintenance management system.

Ensure the consideration and introduction of new servicing/monitoring techniques including, running time, vibration monitoring and use of programmable logic controllers.

Responsible for systems to identify and respond to, so that there can be effective resolution of all and any emergency situations that affect the operation of engineering services.

Responsible for the continuous (24hours/day/7days/week) efficient working of engineering plant, services and equipment so as to reduce, and at best avoid, emergency situations, keeping the same to a minimum.

Responsible for the preparation of regular reports, including facts and recommendations, to the Trust Engineering Manager on plant status, energy efficiency, emergency situations, personnel issues, services failure, labour performance, accidents, progress on specific schemes, financial matters and any other items/subjects that may be required.
