Introduction
The Parliamentary Maintenance Services Team (PMST) serves both the House of Commons & the House of Lords. Last year the PMST Helpdesk logged over 42,000 requests from heating and lighting to pest control and porterage.
The Operations Team consists of our 24/7/365 Engineering Control & Engineering Services Teams who are responsible for ensuring all building Mechanical & Electrical services such as boilers, air handling units, and high voltage switchgears are always maintained and operational in order to support the business of both houses.
The Role
As the Engineering Operations Manager, you will lead both teams which consist of 30 technical staff ensuring maximum availability of our engineering services such as steam boilers, major chilled water & ventilation systems, our private High Voltage network with one of the largest Trend Building Management System (BMS) in the country.
As such you will be required to have experience in running complex Permit to Work systems including “Authorized Person” High & Low Voltage, pressure systems, confined spaces, and lift release. As well as an extensive knowledge of engineering systems & significant team management experience.
Some of the responsibilities for this role include:
- Ensure Engineer’s control operates safely and effectively in order to ensure all critical engineering infrastructure is available 24/7/365 to facilitate the uninterrupted business of both Houses.
- Ensure Engineering Control Team maintain minimum safe staff levels at all times to provide Authorised Person Duties including but not limited to: High and Low Voltage Electrical; Pressure systems; Lift trap release etc
- Manage staff attendance, 24/7 rotas, leave/sickness issues etc staff morale and motivation of staff is maintained as far as practical
Skills and Experience
Essential Qualifications:
- NVQ Level 4 minimum in an engineering services-related discipline
To be successful in this role you will demonstrate:
- Maintaining complex engineering installations such as steam boiler, main chillers, large pumps and air handling systems etc
- Managing Trend BMS to identify faults etc
- Working knowledge of safe systems of work and health and safety legislation relative to building services plant and equipment.
- Experience in managing complex permit-to-work systems, engineering services risk assessments and method statements, carrying out site-based safety inspections
- Good experience in inclusively managing, motivating, and developing people, considering their personal needs and aspirations, in line with business objectives
- Ability to work under pressure to resolve complex engineering services-related faults and emergencies.
