SUMMARY
Under limited direction, the Town Engineer is responsible for managing multiple capital improvement projects for the Town. Manages water, sewer, drainage, and street improvement projects and coordinates as needed with Texas Department of Transportation (TxDOT) and North Texas Tollway Authority (NTTA) on highway projects. Provides floodplain review assistance and assists with development plan reviews such as site plans, concept plans, etc. Support other departments with engineering related issues.

Essential duties and responsibilities may include, but are not limited to, the following:
- Manages, supports, and gives engineering direction for all capital improvement and utility projects within the Town; reviews proposed plans to determine viability, success, and ensure compliance with potential engineering issues.
- Reviews, maintains, and update as needed Town of Sunnyvale Engineering Design Manual, Thoroughfare Plan, and any engineering related codes and ordinances.
- Evaluates and reviews all project plans and details using the Town’s Code of Ordinances, Engineering Design Manual, and the Unified Development Ordinance (UDO); uses general engineering practices and standards.
- Reviews plan and development submissions related to planning applications; ensures all engineering standards are met and collaborates with all departments to ensure regulations, codes, and laws are being upheld.
- Serves as the Town’s Floodplain Manager; assists the town’s residents and business owners with local flooding and erosion issues; creates engineering solutions and works with the necessary personnel to implement.
- Reviews and issues right of way permits for franchise utility work on Town’s ROW; communicates and collaborates to ensure the necessary applications are completed and submitted; monitors the permitting process.
- Prepares and submits Town Council agenda items relating to engineering, transportation, and related projects; provides reports and information to Council ensuring the proper achievement of goals.
- Attends staff meetings to discuss changes in policy and codes; reports on department and Town project activity.
- Assists and supports other Town Departments with planning, engineering, or permitting issues; provides expertise to management for the successful implementation and completion of Town projects.
- The incumbent is expected to perform as an emergency worker in the event of a disaster.
- Performs site visits related to drainage, grading or other engineering related inspections.
- Performs civil construction plan review and review transportation related studies.
- Performs other duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS: Education, Training, and Experience Guidelines Bachelor’s Degree in Civil Engineering, Engineering or related PLUS seven (7) years’ experience in Plan Review and design, five (5) years’ experience in project management and two (2) years of supervisory experience; OR an equivalent combination of education, training, and experience. Knowledge of: • Local, State, regional and engineering codes and standards. • Standards and practices of engineering utilities, and roadways. • Safety, health, building, and construction codes and regulations. • Local, state, and federal codes and ordinances. • Project Management. • Customer service practices and methods. • Computer and software applications including Microsoft office, ArcGIS, Adobe Blue Beam, etc. Skill in: • Managing work and monitoring completion. • Engineering and Transportation Planning. • Solving engineering related problems or issues. • Providing customer service and interacting with staff. • Operating a computer including standard software. • Establishing and maintaining effective working relationships. • Communicating effectively both verbally and in writing.
Special Requirements
LICENSE AND CERTIFICATION REQUIREMENTS A valid Driver’s License is required. Professional Engineering (PE) Certification required. Certified Flood Manager Certification or ability to obtain within a year of hire.
Miscellaneous Information
PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment and out in the field. May be exposed to elements and safety or health hazards. Must have physical mobility to climb ladders and navigate stairs.
