Job Summary
The primary focus of the Transportation Quality Manager is to meet expectations of the Oklahoma Transportation Cabinet (the Cabinet) to deliver quality transportation program by implementing quality assurance and quality control during plan project development and plan delivery for all projects being let for construction by OK Transportation. These projects include the Oklahoma Department of Transportation (ODOT) Construction Work and Asset Preservation Programs, Local Government ’s County, Metro and Transportation Alternative Programs (TAP), and the Oklahoma Transportation Authority (OTA) ACCESS Oklahoma and Capital Projects Programs by outlining minimum quality standards required for design and the development of quality control processes for plan production. As Owner and steward of Oklahoma’s transportation infrastructure, the function is integral to the project development process and it is critical for the Cabinet to deliver projects which are adequately, economically and safely designed, constructible, and maintainable.
The Quality Engineer would develop guidelines and a cross functional team to review the design, safety, constructability, biddability and maintenance of transportation infrastructure projects being let through ODOT regardless of whether the plans are being prepared by engineering consultants or inhouse designers. Guidelines will be customized to meet the requirements for State, Local Government or OTA Projects. Guidelines will be developed with input from subject matter experts in multiple disciplines involved with these projects.
In addition, this position will oversee consultant negotiation and support function. As the data on the quality of consultant plans is being collected here, the information can be shared with the selection committee for future contract selections. The group can also provide support estimating engineering effort to support contract negotiators.
Education and Experience
Education and Experience requirements at this level consist of registration as a Professional Engineer and three years of supervisory experience in a professional engineering related field.

Knowledge, Skills and Abilities required at this level consist of knowledge of engineering practices, principles and systems; of management principles; of the principles of effective supervision; and of budget planning, development and control. Ability is required to design and implement engineering activities; to organize projects; to establish and maintain effective working relationships with others; to supervise personnel; to expressing ideas clearly and concisely, both orally and in writing; and to manage multiple work units or program areas.
Special Requirements
Persons appointed to engineering manager positions must possess or obtain registration as a professional engineer with the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors within six (6) months from the date of appointment.
