Job Title: Engineering Manager
JOB STATUS: Exempt Position
General Description of WorkPerformed:
The Manager shall provide technical support and services for the Authority’s Water and Wastewater Departments. The Manager’s work may include development and review of engineering studies; project planning, funding, and reimbursement documents; cost estimation; development of design drawings, technical specifications and contract documents; construction administration; equipment replacement or other technical services; underground utility locating; mapping and GIS program. Manager shall regularly review the Authority’s Rules and Regulations, Standard Specifications, and Standard Construction Details and make recommendations of revisions.
This position includes field and office duties and requires sound technical knowledge with practical application to specific projects. Manager shall be capable of verbal and written communication with a variety of individuals including construction contractors, engineers, regulatory personnel and local government agencies. Manager shall maintain record drawings and project files on all new developments in Jackson County and Authority utility projects. Manager shall be responsible for evaluation of Authority facilities annually to assist Water and Wastewater Operations to determine need for capital expenditures to maintain facilities. Establish communication with and educate developers and the general public in the mission of JCUA in a positive and productive manner. May be required to respond to emergency situations after normal work hours.
Manager shall be responsible for planning, scheduling, and budgeting of engineering activities and staff. Shall work collaboratively with other members of the Management Team to accomplish strategic objectives that are organization wide in scope. Shall be responsible for negotiating and administering construction and consulting contracts. Shall develop budgets and administer expenditures of those budgets as appropriate and approve procurement of supplies, materials, and services.
DESIRABLE Education:
A Bachelor Degree in Civil or Environmental Engineering is required, but other fields of major will be considered based on experience. Registration with the State of Mississippi as a Professional Engineer (PE) is required or ability to obtain within one (1) year if licensed with another state. Eight (8) or more years experience in municipal public works and public utilities technical operations, maintenance, and administration work desired. Four (4) or more years of experience supervising three (3) or more employees is desired.
SPECIFIC JOBREQUIREMENTS MAY INCLUDE:
1. Familiar with the rules and regulations of the MSDH, MDEQ, COE, and EPA.
2. Familiar with engineering applications of scientific and mathematical models and principles.
3. Must be able to perform resident inspections.
4. Must be able to perform engineering planning studies and cost estimates.
5. Must be able to perform engineering designs, develop plans and specifications, and review construction of project.
6. Must be able to administer loans, grants, engineering, and construction contracts.
7. Must be able to communicate verbally and in writing.
8. Must be able to lift and carry light loads.
9. Must be able to climb stairs.
10. Attend Board meetings as required.
11. Must be insurable on Authority’s auto insurance policy.
12. Must maintain a residence which allows a reasonable response time.

Job Type: Full-time
Pay: $72,000.00 - $108,000.00 per year
