Contract: Permanent, full-timeSalary: £40,000 - £43,000 per annum (dependent on experience)

The Chartered Institution of Water and Environmental Management (CIWEM) is the professional
institution of choice for water and environmental professionals. We are a vibrant, creative and

About the role
At a time when the health of water, nature recovery and climate resilience have never been more
visible or as high a priority for public and decision-makers, there is a desperate need for
informed debate and solutions-development. This is a chance to join a small but experienced
team and to work across CIWEM’s advocacy and public affairs, and practical delivery ‘Policy to
Practice’ workstreams.
As Policy and Engagement Manager you will work closely with the Director of Policy, Policy
Officer and the Director of Innovation and Delivery as well as a wide range of our members
through our specialist panels. These panels bring experts together to consider a range of
contemporary environmental issues including climate change, natural capital and ecosystem
services, flood risk management, water resources, wastewater and sewerage, and water quality.
You will direct and support these networks, driving the coordination and production of policy
outputs such as consultation responses, briefings and position statements. You will undertake
engagement with key policy stakeholders and also support the management and delivery of
projects in the Policy to Practice team. At critical times of the year you will also contribute
to the generation of content to support our flagship events such as our Flood and Coast
conference.
We are looking for someone who enjoys engagement with a range of different audiences, from
experts to politicians and government officials, campaigners and the informed public. Someone
with an analytical mind, initiative, good organisational skills, and keen to cover a range of
different technical issues, as well as an ability to write and present engagingly.
Key responsibilities
Lead on the scoping, management and delivery of policy projects and their associated
outputs and promotion as identified with the Director of Policy and / or the Director of
Innovation and Delivery
Develop and support an annual policy work programme in line with CIWEM’s strategy
Oversee CIWEM’s technical panels and networks, establishing and growing their role as a
source of high-quality content for CIWEM’s channels
Write and disseminate regular thought leadership and news pieces positioning CIWEM as
impartial experts on pressing environmental issues
Increase the use of CIWEM’s digital channels for the sharing of high-quality policy-related
content to members and beyond
Grow CIWEM’s engagement in Whitehall, Westminster, across the devolved administrations and
regions and with international decision makers and stakeholders
Develop and support advocacy and engagement around policy outputs with decision makers and
external organisations
Oversee internal engagement on policy issues, ensuring key messages are understood and
built into work across the organisation
Monitor policy coverage and impact, providing regular updates to staff and Trustees
Support the work of the Director of Policy, and Director of Innovation and Delivery
deputising where appropriate, and represent CIWEM externally at meetings and events
Where appropriate contribute to project management activities for Policy and Advocacy and
Policy to Practice projects - supervising colleagues and external contactors where required.
Monitor and manage project programmes and budgets, with a view to delivering projects to
time, quality and within resource constraints.
Working with appropriate meeting Chairs facilitate, administer and support panel and
project meetings when required.
Team development and other responsibilities
Line management and development of the Policy Officer
Support communications colleagues to draft press releases, blogs and news pieces on broader
subject matter as required
Support the delivery of CIWEM’s content strategy, particularly from a Policy to Practice
perspective, playing a key role in CIWEM’s content group and the development of an
organisation-wide content plan
Advise and support on broader priorities of the External Affairs Group and wider CIWEM
team, championing a collaborative and joined-up way of working
Any other duties as required by the Director of Policy and CIWEM’s Senior Management Team

Highly motivated individual with a positive, can-do attitude who enjoys taking ownership of
new areas and initiatives
A strong interest in water and environmental issues with the aptitude and willingness to
learn and build a working knowledge of different technical subjects
A natural communicator comfortable with engaging a wide range of stakeholders on different
topics and levels of influence in the sector
An analytical mind and an eye for detail; able to scrutinise policy-related documentation
and gather evidence to support a position
Person Specification
Essentials
Undergraduate degree or equivalent (preferably in an environmental or political related
subject)
Excellent IT skills; highly competent with Microsoft Office suite
At least 5 years of experience in a policy or engagement role for a relevant organisation
Excellent writing skills; the ability to record meetings accurately and to draft policy
material and other content as appropriate, with support from experts and senior colleagues
Excellent presentation skills; the ability to present complex information in an engaging
way
Strong organisational skills; able to prepare material for meetings in a timely way, work
to deadlines reliably
Good project management skills; proven ability to deliver projects to time, quality and
within resource constraints
Strong interpersonal skills; able to build and maintain effective working relationships
with a wide variety of people across the organisation, its membership and wider stakeholder
community
Keen interest in the UK policy and political landscape, knowledge of public affairs and the
workings of Whitehall, as well as internationally
Desirables
Experience working in a policy environment
Experience working in, or a keen interest in environmental issues
Experience of communicating technical information to a range of audiences
A good understanding of how to use social media and multimedia to create impact
The ability to horizon-scan and strategically identify issues upon which CIWEM can engage
with authority and impact
