General context:
Global Rights Compliance (‘GRC’) is a niche organization made up of international lawyers and development experts focused on “democratizing” complex international human rights, and criminal and humanitarian law. Drawing on decades of experience in conflict-affected areas and transitional justice environments our “root and branch” philosophy combines innovative full-spectrum accountability strategies, building the capacity of States to implement international humanitarian and human rights standards, bespoke expertise in evidence gathering in conflict settings, and assisting communities to seek remedies for violations.

DPRK: Strengthening Legal Capacity to Pursue Accountability
GRC is pleased to continue to expand its efforts in pursuing truth, justice, and accountability for the victims of a range of crimes committed in the DPRK. Through this Project titled "Strengthening Legal Capacity to Pursue Accountability", GRC will support a number of North Korean CSOs in identifying and accessing the different justice and accountability pathways available. GRC will also build CSO capacity to develop a more focused accountability strategy, and implement effective legal accountability submissions, creating momentum towards international action and paving the way for future accountability efforts against the DPRK regime. This is a 12-month project, where GRC will aim to build upon the CSOs’ knowledge and skills developed during Phase I and institutionalize their methodology on how to draft and submit effective legal accountability submissions.

Key Tasks:
● Project Implementation: provide a local DPRK contextual analysis in the form of insight and advice of samples of human rights documentation; assist with the organization of advocacy campaign and high-level Human Rights Council side event; assist with the production of promotional material, position statement and any other deliverables associated with the organization of the event; provide assistance for the provision of online and offline sessions of legal mentorship by being the principal liaison between GRC and CSOs and organize together with the DPRK Legal team the structure of the sessions and the timetable; hold responsibility for the organization of the DPRK team’s trip to Seoul and liaise with local counterparts; assist the organisation and implementation of a Pan Asian Forum – liaise with CSOs and understand needs and interest for the forum, lead in curating the forum programme, and logistics for platform and ensuring seamless hosting, liaising with participating external experts and CSOs, and supporting in drafting up the findings of the forum;
● General DPRK-related strategic advice: monitor relevant developments in the DPRK human rights field; update DPRK Legal team on trends and issues of significance; keep up-to-date on activities and findings produced by international and South Korea-based organizations working on DPRK human rights;
● Business Development: reporting directly to the Head of the DPRK Legal Team, working within the team to identify new clients and develop new areas of work in line with the DPRK team strategy, including conducting research, drafting concept notes and proposals, and engaging in stakeholder meetings.

Duty station: The job will be remote
Contract duration: 8-month contract with a possible extension.

Qualifications and Background:
We are looking for a candidate:
● with 3-5 years of experience in the field of North Korean human rights;
● is proficient in English (additional Korean language skills are an advantage);
● with general knowledge of international human rights mechanisms, especially in the UN system;
● with good knowledge and practical experience in human rights advocacy and engagement with a wide variety of institutional and individual stakeholders;
● who possesses a good understanding of the main issues relevant to the human rights situation in the DPRK, preferably with a good view of emerging trends and experience monitoring DPRK human rights-related policies internationally;
● who has an overall understanding of the DPRK human rights network of organizations in South Korea, Europe and/or the United States; previous work (or internship) experience in civil society organization focusing on DPRK work would be an asset;
● who is able to link DPRK-specific issues and human rights trends to international human rights issues;
● with experience in business development work, specifically proposal drafting and budget design;
● who is able to identify and pursue governmental and institutional donors with a specific focus on human rights and DPRK-related projects;
● able to work as part of a multicultural team working towards a common goal and respectful of differentiating working approaches;
● who is flexible, versatile, and creative and able to work in a changeable & fast-moving environment, and capable of spontaneously support project deliverables that are not in their remit where needed;
● with a proactive character, suggesting solutions and approaches, anticipating problems, and foreseeing potential challenges.
