Job Description Summary
The DPCS Designee is responsible for assisting the Director of Patient Care Services in the overall planning, direction, management and supervision of all clinical operations. The DPCS Designee works hand in hand with the Director in assuring quality of care by reviewing and assessing services and overall compliance.
Essential Job Functions/Responsibilities
1. Assist in planning, coordinating, directing and controlling the operations of the Agency.
2. Coordinates and oversees all direct and indirect patient services provided by Agency personnel ensuring that the team follows the established policies and procedures and complies with all applicable standards and regulations with the guidance of the DPCS.
3. Participates in the development, review, and revision of policies and procedures; strategic goals and objectives; and standards of care relevant to patient services and personnel functions.
4. Assist in interpreting key performance indicators to ensure clinical quality and positive financial outcomes.
5. Assist in hiring, evaluating ad terminating agency personnel in collaboration with the DPCS and HR.
6. Assist in ongoing professional development of staff, including coaching, mentoring and conducting performance reviews annually or as needed.
7. Assesses and evaluates staffing patterns for proper utilization of personnel in relation to patient care required as instructed.
8. Assist in planning and implementing in-service and continuing education programs to meet education and training needs of Agency personnel.
9. Overseas Agency Quality Assessment Performance Improvement program with the DPCS.
10. Assist in the maintenance of adequate and appropriate inventory of supplies and equipment for the provision of patient services.
11. Maintains a working knowledge of current Medicare, Medicaid and third party payer requirements for home health and hospice reimbursement.
12. Shares responsibility for communication and coordination with Physician’s offices, payers, patients/families, outpatient services and inpatient coordinators, regarding the care and status of patients.
13. Promotes home health referrals in the health care community.
14. Assists in implementing new programs as appropriate to meet identified needs, improve clinical outcomes, and support the continuum of patient care.
15. Works with the DPCS in assuring, promoting and assessing compliance with all local, state, and federal law regarding licensure and certification of personnel.
16. In the absence of the DPCS, the Designee will become the acting DPCS and will be vested with authority to act on behalf of the DPCS.
17. May perform duties as RN in the field as needed.
18. Performs other duties as assigned by the Administrator/DPCS.
Position Qualifications
1. Registered nurse with current licensure to practice professional nursing in the State.
2. Bachelor’s degree in Nursing from an accredited program by the National League for Nursing. Master’s degree in health care preferred.
1. The Director of Patient Care Services Designee shall qualify for the position by fulfilling the requirements under one of the following categories, unless the individual has been previously approved for such employment by a program flexibility issued for the individual’s current position at the hospice agency prior to April 1, 1995 or:
A. Three years of management experience within the last five years in a home health or related health care organization, at least one year of which was a supervisory or administrative capacity.
B. A registered nurse with four years experience within the last five years in a home health agency, primary care clinic or health facility, at least one year of which was in a supervisory or administrative capacity.
3. Demonstrated ability to supervise and direct professional administrative personnel.
4. Knowledge and expertise in clinical decision-making and Quality Management review and evaluation.
5. Ability to market and deal tactfully with customers and the community.
6. Must be a licensed driver with an automobile that is insured in accordance with state and/or Organization requirements and is in good working order.
7. Has excellent observation, verbal and written communication skills.
8. Knowledge of business management, governmental regulations and Joint Commission standards.
