Job summary
DWP is looking to fill three Higher Executive Officer (HEO) roles in People, Capability and Place directorate. These are key roles and we are looking for people who will help us deliver significant results within the Diversity, Inclusion and Wellbeing agenda so that we thrive as a centre of expertise for the department and build an inclusive culture for our people.
We welcome applications from candidates who demonstrate working in a fast paced high profile environment delivering on the Diversity, Inclusion and Wellbeing priorities as part of a Centre of Expertise team providing advice and support, analysing and interpreting data in addition to delivering specific projects.
The roles available will be based in one of the sites shown in slide 17. Successful candidates will be posted to a specific role and will have the opportunity to express a preference as part of the selection process, although final decisions may come down to business needs, and the skill and development needs of candidates.
Appointments may be made to candidates in merit order based on location preferences.
Standard promotion rules will apply and successful candidates will be placed on the pay scale and terms and conditions of DWP.
Job description
Successful candidates can expect to be involved in a range of the following:
- Delivering the current commitments for the work strand that you are assigned to meet strategic objectives and work to embed priorities throughout DWP via the appropriate channels. This may include leading on governance, performance and assurance and the team gateway activity.
- Use strong communication and influencing skills to build and maintain effective trust based working relationships with a range of diverse stakeholders within DWP, across government and externally.
- Developing an understanding of the lived experiences and challenges of colleagues by using strong analysis skills to interpret data and insight to inform data-driven decisions to shape activity and progress priorities.
- Lead specific projects and manage a programme of material in promotion of key events or, depending on the scope and complexity of the project, support the Heads of Wellbeing, D&I or PMO in the delivery.
- Intranet management, including leading specific projects to enhance the D&I and Wellbeing intranet pages, working with the wider team as required to collaborate.
- Co-ordinate communications activity to ensure there is a co-ordinated and consistent approach to activities and product launch communications across DWP.

Key Criteria
- Strong analysis skills to interpret complex data and insight to inform data-driven decisions to shape planning and activities to progress priorities. In addition, good evaluation skills to identify the impact of data driven, evidence based projects and initiatives. (Lead criteria)
- Strong project management skills, able to work with changing priorities and within tight deadlines, with the ability to prioritise and work quickly and accurately, using your own initiative.
- Experience of working in close collaboration and partnership with key colleagues and a diverse range of stakeholders, using effective coaching skills in order to build and maintain strong trusting relationships.
- A good understanding of, or interest in, D&I and wellbeing issues, with the ability to use your knowledge to further an agenda by finding solutions to issues. Developing new approaches to improving inclusion often working through ambiguity.
- Excellent communication skills, both written and verbal including an ability to present confidently to a diverse group of stakeholders, able to flex your style according to the audience and manage challenging stakeholders.
Desirable Criteria
- Associate CIPD membership is desirable or a willingness to work towards.
- For roles located in Wales, the ability to speak Welsh is desirable.

Selection process details
Assessment Process
As part of the application process you will be asked to complete a CV and 1000- word Personal statement.
Further details around what this will entail are listed on the application form.
Selection will be by a written sift, followed by a video interview.
Written Sift
The written sift will be conducted using evidence from your Personal Statement and will be assessed against the Key Criteria within the job advert. However, in the event of significant number of applications being received, we will undertake an initial sift based on the Lead criteria: Strong analysis skills to interpret complex data and insight to inform data-driven decisions to shape planning and activities to progress priorities. In addition good evaluation skills to identify the impact of data driven, evidence based projects and initiatives.
This will be assessed from the information that you supply in your personal statement.
Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.
CV
The CV is an on-line tool accessed through the Civil Service Jobsite and there is no requirement to upload your personal CV. Our CV element is short, and allows an initial check of eligibility, so please put the main content of your evidence and skills in your Personal Statement.
Personal statement
When completing your personal statement, please read and understand the Key Criteria thoroughly, as this is what your written evidence will be assessed against. Your layout is entirely your preference; you may choose narrative, bullets, etc. You may choose to address each criteria separately, however, one narrative example may cover and evidence several key criteria. You may not be able to meet all the key criteria, but please ensure you evidence: the key personal requirements and what have you done that relates to the requirements.
You don’t have to explain the whole process, just what you have done and the skills and experience you have used. Share with us what makes you suited to this role and why, what you can do and the skills you have that are transferable to the key requirements, and the life experience or passion you have that are linked to this role.
The interview
This will consist of a Video Interview which should take approximately between 30 - 40 minutes

Blended Interview
You will be asked a mixture of Behaviour and Strength questions.
A blended interview aims to be more of a conversation at interview offering a more inclusive approach.
The Strength and Behaviour based questioning explores what the candidate can and has done, but also their potential.
An example of a Behavioural question would be;
Tell me about a time when you’ve had to deal with a difficult customer. It may help to use one or more examples of a piece of work you have completed or a situation you have been in, and use the WHO or STAR model to explain:
What was the task, How you approached the work/situation and what the Outcomes were, what did you achieve? Or What was the Situation? That were the Tasks? What Action did you take? What were the Results of your actions?
Examples of Strength based questions include:
What motivates you? What do you like doing? What makes this enjoyable?
Can you think of one small manageable step that would improve x for you?
It is difficult to prepare for strength type questions. However you can think through your answers, focus on your achievements and aspects you enjoy and decide how these can be applied in the organisation and role.
While strengths questions are shorter and we do not expect a full STAR response, the panel is interested in your first reaction to the question and information or reasoning to support this.
