Operational Resilience takes a client-centric and “outside-in”, cross-organisational approach, rooted in our mission and value as a company. Resilience deepens our relationships with clients and counterparties, strengthens our internal value-chain, and reduces commercial threats to Citi’s growth due to deeper understanding of new and emerging vulnerabilities, risks, and threats (posed by evolving business models, technology, and client expectations).
This role will support the Senior Management Function (SMF24) role in ensuring that the Operations and Technology aspects of the overall Operational Resilience programme are delivered, and that ongoing oversight of this area continues. A Senior Management Function (SMF) is a new type of controlled function under the Financial Services and Markets Act (FSMA) in the UK. The SMF24 role within this framework relates to the Chief Operations Function - the most senior person responsible for managing the internal operations (including HR), systems and technology of a firm.
The EMEA Operational Resilience Programme Manager – SMF24 Lead is a strategic professional who will play a vital role working with Citi’s SMF24 to shape and deliver the Operational Resilience programme, as well as representing the programme to key senior stakeholders in UK and Europe, such as Clients, Subsidiary Boards, management committees, and Product and Banking Heads.

Responsibilities:
- Support Citi’s SMF24 in all aspects of delivering the Operational Resilience regulatory requirements by the PRA and FCA, the ECB and CBI.
- Partner with the Central Global Resilience Team to drive the execution of Citi’s Important Business Services, evolve approaches to incident response, assurance and lessons learned, and to engage Third Parties, Clients and Financial Market Infrastructures (FMIs) as required to enhance and challenge their resilience.
- Partner with the Central Global Resilience Team, and regional Finance, CISO, CSIS, ICG and Global Wealth teams to deliver a consistent First Line of Defence approach to severe but plausible scenario testing / exercising, stress testing, and scenario analysis – and to leverage different types of exercising / testing for relevant stakeholders at all levels and lines of business in the EMEA.
- Will represent Citi at key UK regulatory and industry working groups and committees, such as sub-committees of the Bank of England’s Cross Market Operational Resilience Group (CMORG) and sector exercises.
- Enhance Citi’s EMEA Operational Resilience and that of our key legal entities by working with in-business control resources to co-ordinate key control remediations across the EMEA business.
- Working with ICG Business partners, Citi regional Management and Second Line functions to support the Head of ICG Risk & Control in the further development of the ICG Business’ end to end resilience and control framework, over legal vehicle governance and controls, particularly supporting local supervisory oversight and governance processes.
- Provide support to the EMEA and UK Executive Committees and Business Risk and Control Committees (BRCCs) to ensure a robust resilience assessment of Important Business Services is provided to the EMEA Management to facilitate effective oversight.
- Will support key elements of the Transformation Pillars of Governance, Accountability & Culture, and Business Simplification, and helping implement Citi’s Principles for End-to-End Resilience.
- Will support the development of understanding our concentration risk and use of Financial Market Infrastructures (FMIs), and how we engage with them to enhance resilience mutually.
Qualifications:
- Significant experience in financial services.
- Experience with producing and distributing public facing materials.
- Detailed expertise of financial services, particularly investment banking and capital markets, and associated key regulations, particularly the UK Senior Managers & Certification Regime (SM&CR) Senior experience in control risk control frameworks including legal vehicle frameworks.
- Excellent oral and written communications skills; must be articulate and persuasive with the judgement and authority to provide insightful commentary to senior stakeholders.
- Ability to drive change to business practices by working effectively across a global organisation.
- Self-starting with the ability to multitask and prioritise. Project management and change capabilities are essential. Capable of prioritising and multi-tasking in a dynamic, fast paced environment.
- Demonstrated analytical skills with follow-up and problem-solving capability.
- Ability to analyse a process and recommend ways to improve quality, controls, and efficiency.
- Strong client and innovation focus, and curiosity to learn about new businesses, clients, and geopolitics.
