Job description

The Director of Non-Medical Education is an integral and core role within the Chief Nurse Team which has devolved responsibility and shared accountability for the strategic development of the Chief Nurse’s portfolio. The post holder will act as a role model for outstanding clinical leadership and management and play a vital role in developing and implementing the Nursing strategy and vision in line with the Trust’s vision, values and strategic goals. As a key member of the Chief Nurse’s leadership team the role will support him/her deliver across a broad portfolio and make a significant contribution to the strategic nursing and governance agenda.

The post holder will provide the necessary leadership to ensure alignment of Corporate and Divisional education and training activity for the non-medical clinical workforce. This to realise the proposed outcomes of the Nursing and Midwifery Strategy through informed development and investment in education and learning.

As part of the strategic alignment of education provision the post holder will also be required to ensure that investment in education and learning has a realisable and demonstrable impact upon patient experience and outcomes.

Strategic Development
  • Contribute as a key member of the Chief Nurse’s leadership team to the development of strategic plans, providing professional input to business planning process, setting robust objectives and resource plans in relation to service quality and safety, operational and financial performance, education and research. Deputise for the Chief Nurse as required.
  • Provide expertise and support to the Chief Nurse in developing strategies, policies and plans, identifying drivers for change and opportunities for growing, improving/redesigning services and facilitating effective implementation. Lead and manage designated work streams, plans and projects related to education and practice development.
  • Lead the nursing research strategy to raise the profile of research and audit across the trust and externally.
  • Ensure effective mechanisms are in place to enable all staff feel that their voice is listened to by Trust management; that they know how to raise concerns and bring about improvements, and feel empowered to do so.
  • Manage processes to enable effective communications within and between teams, including coordinating and chairing meetings on behalf of the Chief Nurse as appropriate. Participate in committees and working groups and act on behalf of the Chief Nurse, ensuring that all times a corporate approach is taken.
2.2 Operational Performance:
  • Responsible for the effective development and implementation of clinical and non-clinical policies trust wide, reviewing relevant policies and procedures with a particular focus on Nursing, Midwifery and AHP education and practice development.
  • Take responsibility with the Chief Nurse for strategic planning, compliance with targets and performance standards and the evaluation of service performance and assurance of future delivery.
  • Work with the Chief Nurse to ensure business case are robust, identifying both the operational and financial implications of options including the management of risk and impact on other stakeholders both internal and external to the Trust.
  • Support the Chief Nurse in promoting a culture in which staff act corporately in the interests of the Trust, positively promote harmonious relationships with staff Trust wide and externally.
  • Contribute to the development and delivery of non-medical education and practice development cost improvement programmes, assessing plans for their impact on delivery.
  • Participate in the Trust Duty Manager on-call rota, taking responsibility for ensuring the coordination and performance of effective service delivery and compliance with targets and performance standards Trust wide.
2.3 Education Planning and Practice Development:
  • Facilitate, develop and progress the Nursing and Midwifery Strategy in relation to education and professional development provision, in keeping with the Trust objectives and National and Local Educational Policy. This will include all Allied Health Professionals (AHP) groups of staff.
  • To ensure the team’s co-ordination and the effective management of clinical placements, induction and rotation programmes for nursing and midwifery staff, including for newly qualified/appointed EU/overseas nursing staff. To develop effective working relationships across all education and training functions across the organisation
  • Take lead responsibility for Magnet education accreditation activity for the Trust, establishing reporting structures with the Divisional Heads of Education to ensure organisational alignment of that activity.
  • Actively engage in and support the development, introduction and ongoing evaluation of the Trust wide Education and Learning Strategy.
  • Lead the alignment of clinical practice development and education with both the Divisions and Trust’s strategic objectives.
  • Lead the development and introduction of carer pathways for non-medical educators across the organisation to enhance education delivery and sustainability of the clinical education workforce for the future.
  • Establish a strong partnership with the Divisions to ensure appropriate provision of education that meets the needs of staff and their care groups, in line with the Trust’s education strategies.
  • Ensure the effective commissioning of appropriate Continuing Practice & Personal Development (CPPD) educational programmes giving value for money for Continuing Practice & Personal Development (CPPD) budgetary spend.
  • Establish formal relationships with other provider organisations to better inform education commissioning and to promote excellence, value for money and sustainability of education provision for the Trust.
  • Establish a Trust wide structure that supports the development and delivery of education and learning throughout the organisation for nursing, midwifery and AHP’s
  • Progress development of a Healthcare Academy for Nursing, Midwifery and AHP staff within the Trust, including bands 1-4.
  • Promote the delivery of patient focused care and evidence based practice and to support the development of clinical knowledge and skills.
  • To actively engage with commissioning bodies for education and education providers, in scoping wider opportunities for staff within the Trust and potential for working in partnership with other Trusts both locally and as required nationally.
  • To enable and facilitate projects such as the Inter-professional Learning (IPL) for the Trust in accordance with the needs of modern health care delivery, working in partnership with leads for all professions and universities.
  • To ensure the Trust is compliant with the national requirements of the Shape of Caring Review and the Care Certificate for support worker staff, and all aspects of NMC statutory requirements in respect of education.
  • Lead the development and introduction of Ward Accreditation in respect of practice development and education.
  • Lead the management of functional income streams and quality assurance related to educational contracts in order to ensure value for money of new contracts, monitoring the performance of existing providers and ensuring that provider performance aligns with contractual terms and conditions. The post holder will work closely and collaboratively with the Deputy Chief Nurse in all aspects of education commissioning and development of the infra-structure required to ensure robust reporting lines.
  • To develop Service level Agreements, (SLAs) with each of the Divisions to enhance reporting and accountability of education planning, education commissioning and financial investment across the organisation.
  • The post holder will be directly responsible for all budgets associated with the management of the function.
Nursing, Midwifery and AHP Leadership Development and Engagement.
  • Support the Chief Nurse, Director of Workforce in the creation of non-medical leadership programmes in the Trust.
  • Work with the Director of Nursing Workforce to improve nurse staff engagement across the Trust.
  • Lead on ensuring that trends and themes in relation to nursing issues are understood at a Trust Board level and that in response, plans are developed to improve this.
Leadership:
  • Provide senior strategic nurse leadership within the Trust, and externally wit commissioners, HEE, NHSI and regulators.
  • Work with divisions to optimise patient car and support Trust strategies.
  • Alongside the Chief Nurse and in line with their executive portfolio, assist with the development of clinical leaders within the Trust.
  • Deputise for the executive role of the Chief Nurse as required within the Trust and externally.
  • Establish effective professional, multi-disciplinary relationships both within the Trust and with outside organisations. Contribute to the development of the nursing profession through pro-active involvement in local, regional and national professional, clinical and academic networks, representing the Trust when required.
  • Develop a culture that encourages staff to be innovative, creative and challenging in the interests of delivering high quality patient care and professional practice; and in which staff feel confident to speak out and listen to each other, and where feedback is regularly given setting out how the views of staff have been acted upon. Ensure that nurses comply with Trust’s standards of behaviour and attitudes and address any deficiencies.
  • Directly line manages a number of practice development and education posts that contribute to the strategic delivery of the Chief Nurse’s practice development and workforce portfolio. Directly manages the budgets associates with these posts.
  • Provide Director of Nursing level leadership across the Trust and externally on behalf of the Chief Nurse; be clinically visible and act as a role model, providing advanced professional knowledge and expertise to support all disciplines. Manage highly complex, sensitive situations that require a high level of decision making and be able to command the authority and respect of the clinical and managerial workforce.
  • Interpret overall NHS policy and strategy in order to establish goals and standards. Contribute to Trust responses to Department of Health initiatives, seeking to influence the national policy environment Provide input to Trust wide nursing strategies. Oversee the implementation of all relevant national and local nursing strategies and ensure compliance with all policies, procedures.
  • Update the Chief Nurse on any professional issues. Play an active role as a member of the Nursing and Midwifery Board, contributing to the planning and development of the Trust’s nursing agenda, and in other corporate working groups, including workforce planning and recruitment and retention.
  • Be visible, approachable and available to respond to patients, relatives, and the public, maintaining open and honest communication channels.
  • Provide advice and encouragement to staff at all levels on professional education and development, careers, coaching, mentoring and succession planning.
