Job description
The role is Director of Finance and Information for WHSSC - Welsh Health Specialised Services Committee and EASC - Emergency Ambulance Services Committee and is a voting Officer Member of both of the Joint Committees.
The Director of Finance and Information will contribute significantly to the development of the strategic direction of specialised commissioning in Wales, the delivery of strategic plans and financial strategy and performance management of specialised services in order to meet WHSSCs and EASCs objectives and provide executive leadership for a number of service areas.
As an executive member of the Welsh Health Specialised Services Team which reports to the Joint Committees (WHSSC& EASC), the Director will hold corporate responsibility jointly with other executive members for the strategic direction, corporate policy making development and delivery of WHSSC and EASC objectives, ensure the successful achievement of all financial targets and acts as the prime source of advice to both of the Joint Committees (WHSSC and EASC) on all aspects of financial management, stewardship and governance.
The post holder will have corporate responsibility for taking action in own areas using their interpretation of national policies, legislation or other initiatives to inform the development of financial and information plans for the WHSSC integrated commissioning plan and the EASC integrated medium term plan.
The Director of Finance and Information is responsible for setting targets for own departments, as well as the commissioning targets for a range of commissioning activities and all external contracts. They will also be responsible for performance managing these through the contracts.
The post holder holds corporate responsibility for producing the financial plan and detailed budgets for the Annual Commissioning Plan. This involves preparing the financial plan and budgets and securing approval for the plan from the 7 Health Boards, then setting individual detailed budgets for each service/provider.
The post holder also has delegated responsibility for the entirety of the commissioning budget of WHSSC and EASC (as delegated by the Managing Director and the Chief Ambulance Services Commissioner).
