Responsibilities
PRIMARY PURPOSE
Provides senior strategic leadership and oversees the successful execution and delivery of all IT programs and projects. Represents enterprise interests at a senior level with key project stakeholders. Develops strategies, roadmaps, and business plans to optimize program and project delivery, mitigate risk, and ensure alignment to TransLink goals and objectives.
KEY ACCOUNTABILITIES
Participates as a member of the division leadership team, supporting the CIO in creating long term vision and strategy for business technology for the TransLink enterprise and sharing accountability for divisional achievements. Manages budgets, operational plans and performance objectives for the specified area of responsibility.
Leads the development, and reviews, shapes, and approves IT programs and projects. Ensures that the programs and projects are successfully delivered according to approved budgets and schedules, and consistent with approved scope as outlined in relevant Business Cases to realize the intended business outcomes.
Represents enterprise interests at a senior level with key project stakeholders. Leads negotiations on key issues to achieve all necessary binding project contracts and agreements with public and private sector partners and third parties to meet program/project objectives and ensure compliance with all relevant legislation, acts, and regulations.
Promotes collaboration across teams, departments and business units that have primary involvement in projects. Manages effective partnership relationships with cross functional teams that span departments and business units. Promotes and works to mature project/program management processes, and discipline.
Ensures that adequate project governance is in place and supports Project Committee members in the fulfillment of their governance responsibilities. Provides timely information and progress reports on critical facets of the program and project performance at key intervals to the TransLink Executive and TransLink Board. Informs and advises the Executive and the Board on critical issues as they emerge and recommends course of action on high profile decisions.
Proactively identifies and quantifies key risks affecting the programs and projects and ensures that viable risk management and mitigations are developed and implemented. Ensures that the programs and projects are properly resourced with best practice cost, schedule and risk management controls and all supporting resources. Ensures the integrity of project financial management and all related reporting and governance, including Freedom of Information and Privacy provisions.
Drives changes as relates to project deliverables, taking in to account obstacles, opposition, and differing stakeholder priorities. Champions business process change, crafting solutions to address business problems.
Fosters innovation and champions an agile culture. Stays abreast on new techniques, technologies and platforms, providing strategic leadership on what emerging technologies should be adopted, integrated, and introduced to ensure IT capabilities respond to the evolving needs of the enterprise's business strategy. Matures the team towards up-to-date practices and techniques.
Manages, develops and coaches reporting managers, and oversees all people management for exempt and bargaining unit staff in reporting areas.
Qualifications
EDUCATION AND EXPERIENCE
The requirements for this job are acquired through a university degree in the Computer Science, Business or a related field, plus 10 years of progressively more responsible experience leading and delivering complex technology programs/projects in a large enterprise environment.
OTHER REQUIREMENTS
Expert business acumen acquired through many years of strategic leadership experience; includes demonstrated ability to oversee the delivery of programs/projects within a large enterprise environment, preferably in transit-related infrastructure and demonstrated ability to effectively and proactively manage inter-disciplinary relationships.
Expert strategic leadership skills, with ability to independently establish broad program/project strategies, targets and measures, monitor achievements, and take corrective action to change course as needed to achieve critical results.
Expert skills in leading multi-functional teams consisting of diverse skill sets including core business functions such as procurement, finance, legal and community relations.
Expert knowledge of the theories, concepts, practices and methods of program and project management, business process re-engineering, change management, and information and operations technologies.
Expert interpersonal, communication, relationship building, influencing, conflict resolution and consensus building skills, with ability to provide significant support to the executive level, and to address complex, sensitive, political and public challenges.
Expert problem-solving and decision-making skills to identify and assess emerging issues, establish innovative and holistic solutions that are aligned to business requirements across the enterprise, and with an ability to diagnose, advise, and make recommendations on critical program/project issues in complex organizations.
Excellent written and verbal communication skills with an ability to present and explain concepts and solutions to senior business leaders.
Expert people leadership skills with ability to manage reporting managers and staff; to direct, coach, develop and manage performance of reporting senior leaders.
Expert analytical skills to effectively lead the delivery of programs and projects.
Expert planning and organizational skills to deliver expected outcomes and lead teams to deliver on strategic priorities and objectives.
Advanced understanding of transit technology and transit service.
Other Information
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
Work Schedule
37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
Salary $161,148 - $201435 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
