COMMUNITY AND NURSING SERVICES DIVISION DIRECTOR
(Medical Services Manager, Senior)
THE PROGRAM
TheCommunity and Nursing Services Division (CNSD)of Orange County Health Care Agency provides community programs, nursing services, as well as care & case management to individuals throughout Orange County. The primary focus includes vulnerable populations (including prenatal, postpartum, persons experiencing homelessness, children and youth with special health care needs, first-time parents, families, and high-risk populations). PHS provides programs and services in the home and community including complex care and case coordination, which includes CalAIM/Enhanced Case Management, client advocacy, community resource information, referrals, linkages, and assistance with accessing health care. Services that target specific populations and/or health needs are provided to all residents of the County who meet the criteria regardless of financial status.
Programs in CNSD include Maternal Child and Adolescent Health (MCAH), Health Care Program for Children in Foster Care, Childhood Lead Poisoning Prevention, Child Health and Disability, Adolescent Family Life Program, CalLearn, Nurse Family Partnership®, Perinatal Assessment and Coordination Team, SIDS program, Medically High-Risk Newborn, Comprehensive Health Assessment Team- Homeless, and additional Public Health Nursing Programs.
THE OPPORTUNITY
The CNSD Director is a critical member of the PHS Leadership team, engaged in defining the overall health and well-being strategy to promote, protect and improve the health of Orange County residents including women of reproductive age, infants, children, adolescents, and their families. The Division Director will also partner with state and local stakeholders to drive service innovation to achieve optimum outcomes.
This position will be reporting to the Deputy Chief of Operations, Public Health Services. This position will be responsible for the oversight of state or federal grants, ensuring that all requirements in the contracts are met and documented.
Job duties include, but are not limited to:
· Manage a multi-disciplinary team of approximately 150 staff with open communication, collaboration, training, and teamwork
· Provide leadership and direction to a diverse team of managers, supervisors, Public Health Nurses, Behavioral Health Clinicians, and administrative support team, to maximize quality services within available resources
· Collaborate with the medical director, division personnel, and Public Health and Agency leadership on current and new initiatives in alignment with Agency goals and State and Federal program objectives
· Assess and determine short and long-term community needs associated with target populations
· Establish division-specific vision, goals, and mechanisms for implementing and evaluating progress
· Prepare and administer an annual operating budget of approximately $20 million dollars
· Oversee grant funding requirements and monitor and evaluate related service contracts to achieve objectives
· Research, organize and maintain equipment, including information technologies to optimize services and increase efficiency
· Develop Request for Proposals and/or contracts in collaboration with the Procurement and Contracts Services Department
· Work with Human Resources on staffing positions within the Division
· Represent program services with other County and Agency officials, State representatives and community groups
· Maintain current policy and procedures, ensure contract deliverables are met, and maintain pristine documentation for federal and state review
· Clinicians may be required to perform clinical services including patient care as assigned or in emergency situations
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess a master's degree in a related field and a Public Health Nurse certificate. The ideal candidate will also possess five (5) or more years of progressive health-related administrative experience.
