Your Role
The Data and Analytics (D&A) team focuses enterprise-wide to partner with business stakeholders to apply the power of data & analytics to deliver new insights and data-driven solutions to accelerate business outcomes. The Director, Data Management will report to the Sr Director, Data Services and Solutions (DSS). In this role you will deliver trusted data to the organization in line with ongoing evolution in company strategy; insuring stability, quality and meeting the needs to power the organization.
The Director, Data Management is a critical part of Blue Shield’s data-driven transformation and journey of reshaping the world of healthcare. The D&A team focuses enterprise-wide to partner with business stakeholders to apply the power of data & analytics to deliver new insights and data-driven solutions to accelerate business outcomes.
Data is the backbone of Blue Shield CA and is integral to all parts of its business ranging from provider networks to member experiences to pricing. This role will enable the use of data to have better strategic decision-making by understanding and addressing the data and analytics needs of stakeholders. The leader in this role is expected to reduce operational friction through standardized, repeatable processes and common approaches to data and analytics issues, to ensure transparency through coordination of efforts to manage risks for data and analytics use at the enterprise level to centralize management of data and analytics at the enterprise level. This role will help develop company-wide policies and procedures that ensure enterprise data assets and associated analytics meet certain criteria within and across the company’s systems. This will enhance data and analytics accuracy, increase data timeliness, and improve protection of sensitive data.

Your Work
In this role, you will:
- Drives the standardization of data modeling and ensures the value of good data modeling and data management practice are understood
- Design data governance frameworks and practices to ensure standardization, ontology and modeling requirements are met
- Identifying optimal approaches for resolving data and analytics quality or consistency issues to achieve targets. Actively correcting data and analytics quality flaws that cannot be addressed fully by automated means
- Create, maintain, and promote enterprise data taxonomy
- Develop data policies for data access, data compliance, data retention, and data lifecycle management
- Educate data stewards and consumers on how to adopt data policies
- Define and drive adoption & utilization of our data classification taxonomy for Data Compliance, Data Privacy, Data Hygiene, and Data Quality use cases
- Develop and guide implementation of automated rules associated with each data classification
- Operationalize data governance processes in partnership with data stewards across the company
- Develop our Meta Data Management strategy, ensuring quality of critical data elements & identifying opportunities to increase business value through data
- Responsible for creating workforce and staffing plans for sub-function to ensure availability of human capital necessary to accomplish departmental business result
- Interprets Blue Shield of California strategy to establish key elements of tactical and operational plans with measurable contribution towards the achievement of function result
- Develops new products, processes, standards, or operational plans in support of the function strategy.
QUALIFICATIONS
Your Knowledge and Experience
- Requires broad management knowledge to lead project teams in one department/function or large centralized function
- Experience leading a team of data lifecycle partners who work day-to-day with data owners, data stewards, and business leaders to ensure data is connected, clean, and sufficiently complete to enable business decisions, drive business growth, optimize costs, and reduce risk exposure
- Requires business acumen, strategic thinking, financial analytical skills and decision-making skills
- Desired in-depth knowledge of Blue Shield of California’s mission, vision and strategy and healthcare industry environment
- Typically, requires a college degree or equivalent experience and minimum 10 years prior relevant experience, including 6 years of management experience
- Experience designing, deploying, and managing Data Governance programs, Data Management capabilities like MDM, Reference Data, Data Lineage, Catalog and Quality
- Experience in building, managing, and leading high-performing, diverse, collaborative, and geographically distributed data engineering teams
- Experience with data migrations and proven ability to build new capabilities, drive organizational impact and act as change agent
Pay Range:
The pay range for this role is: $ 167200.00 to $ 250800.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.

- Hybrid – In a business unit approved office a few times per year to 3 days per week, on average
- Office – In a business unit approved office 4+ days a week, on average. Physical Requirements:
Office Environment - roles involving part to full time schedule in Office Environment. Due to the current public health emergency in California, Blue Shield employees are almost all working remotely. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
