TITLE: Development Administrator
RESPONSIBLE TO: Director ofDevelopment (DoD) & Development Manager (DM)
RESPONSIBLE FOR: No line management responsibility
OVERALL AIMS OF THE JOB: To work together to create places that people love to come home to by focusing on great places, great services, a great business and great people.
MAIN TASKS:
1 Monitoring progress of schemes through to start on site assisting with chasing for information, scanning and saving documents and plans, and responding to queries as directed by the Development Manager and/or Director of Development.
2 Assisting with handover and defects documentation of new properties
3 Act as the main point of contact for shared ownership enquiries, Right to Acquire and leaseholders.
DELEGATED AUTHORITY:
To liaise with consultants and contractors on behalf of Cornerstone as necessary to accomplish your duties. To represent Cornerstone as requested by the Chief Executive and the Director of Development.
JOB ACTIVITIES:
1 New Affordable Housing Schemes
1.1 Obtain fee quotations and instruct a range of consultants as required to assist with delivering new schemes, property purchases and disposals. This includes RICS valuers for open market and market rental values.
1.2 Assisting with handover of new properties from 8 weeks notice to handover of keys checking information has been provided for the Health & Safety Files, Home Users Guides, visiting site as needed to check meters, utilities and remaining defects have been completed.
1.3 Maintain meticulous filing systems for the scheme development files, ensuring that all compliance documentation is available for property charging, deeds of variations and audits. Saving relevant information on Sharepoint to the correct locations and recipients. Chasing missing information.
1.4 Completing new property and disposal data sheets for Pyramid
1.5 Request and analysis housing needs figures from Devon Home Choice, parish councils, housing enablers and others to support sites under consideration.
2* Project management*
2.1 Assist with the Project management of new developments, with support from the DoD and DM, providing regular progress updates for Executive team.
2.2 Coordinate the design process, ensuring that all relevant requirements of the HE and the Company’s Design Brief and Employers Requirements are complied with.
2.3 Updating the contracts register on Sharepoint ensuring appointments, insurances and contracts are up to date.
2.4 Supervise the handover of new properties from the contractor /developer to Cornerstone, to ensure the properties are ready and the necessary documentation has been collected and shared with the correct department in good time.
2.5 Supervise the 12 months defects liability period following handover. Lead on arranging inspections of occupied properties and follow up on defects during the defects liability period. Advise the DoD when the end of defects completion sheets have been signed off by residents and the retention sum can be paid to the contractor/developer.
2.6 Providing reports and information for Cornerstone’s Health & Safety committee
2.7 Undertaking risk assessments and arranging viewings of developments for customers, staff and PR visits/ photo opportunities.
2.8 Sending out and collating customer feedback surveys for new developments. Bench-marking results with other housing associations
2.9 Maintain a development checklist with complete details of the scheme to be shared internally at completion
3 Shared ownership and sales
3.1 Assist with the preparation of the marketing and sales information to enable the successful sale of the shared ownership properties.
3.2 Facilitating the instructions and record the market valuation of the properties which is the basis for fixing the sale price and rents for the unsold equity.
3.3 Be the main point of contact for all shared ownership enquiries, as well as resale or ‘staircasing’ requests from existing shared owners.
3.4 Check applicant eligibility and record eligibility against the local connection criteria and liaise with the local authority to discharge any planning conditions.
3.5 Assist with the administration of all other property sales and disposals including the Right to Acquire, Right to Buy and Rentplus houses.
4 Other duties
4.1 Undertake market research including housing need figures to support development appraisals.
4.2 Work effectively and liaison with others department across the business.
5. General

5.9 Occasional after-hours work may be required within the scope of the role, including attendance at meetings.
5.10 Any other duties appropriate to your position as may be identified from time to time.
6. Deputising Tasks
6.1 The nature of the post is such that during short term absence the DoD and DM will cover for the post-holder. During long term absence your duties may be delegated to other appropriate staff by the Chief Executive.
6.2 The post-holder will deputise for the DM with support from DoD on a short term basis.
PERSON SPECIFICATION
Basic Eligibility
- Right to work within the United Kingdom.
- Satisfactory Basic DBS check
- Two references (one must be current or most recent employment)
Qualification Eligibility
- Good standard of general education including Math, ICT and English
- A relevant vocational qualification, or demonstrable experience in a relevant role such as development, planning, finance or administration
Driving Licence requirements
Valid, full driving licence which will be checked for eligibility at periodic intervals.

Experience
- Experience of administration tasks

- Experience within the social housing sector in a housing or property
