The California Independent System Operator (ISO) manages the flow of electricity across the high-voltage, long-distance power lines that make up 80 percent of California's power grid. We safeguard the economy and well-being of 30 million Californians by operating the grid reliably 24/7.
As the impartial grid operator, the California ISO opens access to the wholesale power market that is designed to diversify resources and lower prices. It also grants equal access to 25,865 circuit-miles of power lines and reduces barriers to diverse resources competing to bring power to customers.
The California ISO's function is often compared to that of air traffic controllers. It would be grossly unfair for air traffic controllers to represent one airline and profit from allowing that company's planes to go through before others. In the same way, the California ISO operates independently—managing the electron traffic on a power grid we do not own—making sure electricity is safely delivered to utilities and consumers on time and reliably.

PRIMARY PURPOSE:
Under the general direction of the Manager, assists in production related tasks in support of the allocation and auction of Congestion Revenue Rights (CRRs). Assist in supporting power system modeling analysis, actively participates with team, may act as a facilitator, on CRR market related tasks, including generating load metric data, assists in generation of Full Network Model data, and managing data for the modeling of transmission ownership and existing contract rights. Responds to basic requests from internal and external client questions related to CRRs and system access issues. Ability to learn to identifies anomalous results and common corrective actions. Analyzes possible solutions using standard procedures and controls. Requires strong interpersonal, communication and analytical skills. Agile, self-starting and able to influence others without direct authority.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Assists in providing Engineering support and analysis for the CRR allocation and auction market results. Supports ongoing execution of the Congestion Revenue Rights (CRR) production runs for the annual and monthly markets. Maintains and develops data sets to be used in the CRR markets, including transmission ownership information, load metrics for eligible load serving entities, and associated data for calculating the CRR credit requirements. Assists in preparations and runs the load migration process. Identifies common anomalous results and recommend corrective actions. Participates in reviewing and drafting summary CRR allocation and auction reports.
- Assists in development of the Congestion Revenue Right (CRR) Full Network Model and power flow analysis to ensure the CRR simultaneous feasibility. Models outages, review contingencies and assist in conducting transmission constraint modeling in CRR model. Engineering support for binding constraints analysis. Works with transmission planning group to analyze the impacts of long term planning projects on CRRs. Provides support for a common range of straightforward issues to external entities and other departments related to CRR. Analyzes major business process functions. Analyzes CRR market results for consistency with market input data.
- Adhere to all Tariff provisions, Business Practice Manuals, established procedures, and internal controls related to core job responsibilities. Ensures the annual SOC1 audit final opinions include no material finding or exceptions. Assist in addressing any possible non-compliance issues immediately and including documented analysis, notification, and modifications or additions to processes and controls. Perform work assignments according to established procedures and guidelines.
- Responds to a common range of straightforward internal and external clients in a timely and accurate manner. Provide informative and professional responses related to user group calls, direct contacts, departmental mailboxes, legal discussions, data requests, audit activities, software defects, user acceptance testing (UAT), and customer issues tickets
Level of Education and Discipline:
A Bachelor's degree (BA, BS) or equivalent education, training or experience in Electrical Engineering with Power Systems emphasis or related field.
Amount of Experience:
Equivalent years of education and training, plus two (2) or more years related experience.
Type of Experience:
- Requires experience in one or more of the following areas: electric utility operations, preferably in a similar ISO with market design or operations background; computer techniques for power systems analysis; and power system operations.
- Experience with software tools and programming concepts is required.
- Power system operations, production cost modeling, power flow analysis, economics, and/or computer science experience.
- Experience with California power transmission networks and structure, and network modeling is desired.
- PSSE/Power World or other similar power flow software is required.
- Experience with SQL, SAS, or R is desired.
Additional Skills and Abilities:
Strong verbal and written communication and documentation skills required, with a demonstrated attention to detail. Ability to use deductive reasoning and analytical thinking with sound judgment and decision-making skills. Strong interpersonal and conflict resolution skills are also essential. Must be self-starting and willing and able to work independently in a dynamic corporate organization under pressure of tight deadlines and aggressive expectations. Problem solving skills with the ability to influence others without direct authority. Must be able to work effectively in a team environment as facilitator and team member. Must be proficient with Microsoft Office Suite.

The pay range for the Market Design Engineer - CRR at the CAISO is $40.28 - $67.13 per hour.
