Job description

Defence Digital Operational Service Management (DD OSM) was stood up in April 2020, part of a business change programme to take operational control of service delivery through maturing a SIAM (Service Integration and Management) approach across DD, including deploying a new Service Centre in October 2021.


DD OSM is onboarding further Service Providers to the SIAM ecosystem, as we implement and cohere Service Integration for Defence, in support of Defence business and military Operations. This operates in a technically complex and operationally imperative environment and this role provides a great opportunity to work in a high-profile SIAM environment, connecting across Defence Digital.


As Capability & Transition Assistant Head, you would be responsible for Capability Development which conforms to the policy, governance and guidance issued from the appropriate DD groups. This role has scope for wide impact across and beyond the immediate organisation, to improve operational efficiency, levels and quality of service and influence the development of effective policies.


While this post will focus on Capability Development, you will also be expected to lean in and assist with Service Transition aspects and the wider OSM and E-SIAM requirements. The role requires an experienced and accomplished leader, with a strong services and solution build background within a multifaceted ecosystem, ensuring complex change, risk mitigations and service transitions are delivered and maintained in a safe and secure way. This requires a relentless focus on service quality, risk management, secure operations and prioritisation of the user experience.


You will need to be actively collaborative, assertive, technically experienced and a strong people leader within a whole force environment, including joint forces, industry partners, Defence Digital teams and wider Defence organisations.

Person specification

The Capability & Transition Assistant Head role will be accountable for:


  • Governance & delivery support functions within the Capability Development teams.
  • Overall management of the Service Desk Onboarding team
  • Ensuring coherent end-to-end delivery of new aspects of the service management eco-system
  • Driving and cohering the capability development against the roadmap and against priority criteria


Responsibilities include:


  • Lead, develop and manage teams; being an influential and collegiate leader, empowering and inspiring others to deliver successful transitions and capability development

  • Establish and maintain governance arrangements for capability development, defining clear roles, responsibilities and accountabilities that align with organisation practice

  • Manage the requirements to add, change or retire services, making decisions on which requirements need a case officer appointed or further investigation

  • Manage the delivery and finances against the contracts for the provision of goods/services needed for transitions and capability development, monitoring compliance and managing variances

  • Prepare and deliver technical briefs, status reports and chairing meetings when required

  • Management of a diverse range of stakeholders, taking account of their levels of understanding, influence and interests

  • Manage the capacity and availability of resources and knowledge, to ensure a professional, expert and consistent approach is maintained, including engagement of commercial, technical and financial subject matter experts, to make effective and timely decisions

  • Ensure appropriate and timely management information (MI) is available to prepare and maintain schedules of activities and events, dashboards and ad-hoc reports, taking account of dependencies and resource requirements

  • Consolidation and active management of planning components (scope, schedule, resource requirements, budgets, risks, opportunities, issues and quality requirements)

  • Prepare, gain approval of, and update investment appraisals and business cases that justify work packages in terms of benefits, costs and risks.

  • Experience of capability or solution development and delivery, using project management approaches, tools and techniques, with the authority to act to resolve problems, including departing from established patterns where necessary.
  • Experience of innovative problem solving in a complex technical environment, applying adaptive and creative thought.
  • Define, source, tailor and analysing high quality Management Information (MI).
  • Experience of setting up and managing a complex project or service delivery area, including its governance.
  • Excellent communication and stakeholder management skills, with wide engagement at a range of levels, working collaboratively with internal and external partners on complex projects.


Desirable qualifications:

  • Association of Project Management (APM) Project Management Qualification (PMQ) (or equivalent)
  • ITIL practitioner
  • SIAM Foundation

Dependent on the business need, there may be a requirement to travel to meetings within the UK (or potentially occasional overseas visits).

This job role is suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station which is based on business assessment of where the work is best done) and working from home as a personal choice.
