Duties
(The duties described reflect the full performance level of this position)
Serves as Office Director for one of the Office of Research, Evaluation, and Technology's (ORET) five scientific offices.
Ensures that National Institute of Justice (NIJ) social science analysts maximize the benefit to the criminal and/or juvenile justice communities from the agency's allocated resources and the appropriate programmatic oversight is performed.
Encourages an open and productive atmosphere within their office, developing a program of research that maximizes staff skills and encourages the promotion and enhancement of rigorous science.
Promotes collaboration, communication, and responsiveness among staff and across ORET offices and other NIJ Offices to enhance internal and external partners.
Establishes and maintains close and cooperative relationships with other scientific research entities in the federal government, universities, private sector, and international community to leverage NIJ investments to provide maximum benefit to the NIJ customers among state and local criminal justice practitioners.
Though not required, knowledge and/or expertise regarding violence and victimization is preferred.

BASIC REQUIREMENTS
A. Bachelor's degree in behavioral or social science; or related disciplines.
OR
B. Completed less than a full 4-year course of study in one or more of the behavioral or social sciences equivalent to a major, which is defined as 24 semester/36 quarter hours, in the field. In addition to the education, have experience or other education/technical training that provided the knowledge, skills, and abilities (KSAs) necessary to perform the work of the position.
OR
C. Have four years of appropriate experience that demonstrated knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience at the GS-14 level include: Planned, developed, and/or implemented social science program/project development activities that affect substantive and methodological mission areas, such as criminal justice research programs and intramural research; researched and/or evaluated efforts involving new or emerging technologies and issues, or they addressed long-standing challenges and issues related to criminal justice; advised office, bureau and/or mission staff on a variety of social science program/project issues; directed or participated in a review of proposed Social Science analysis projects and programs, policy, and technical input; assisted in carrying out analyses, feasibility studies, and project design proposals related to criminal justice through preparation of terms of reference and making study teams available.
TECHNICAL QUALIFICATIONS:
Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:
Ability to meet and deal with others in performing supervisory or leader work.
Ability to supervise.
Ability to manage social science program operations/research including the management of the activities budget, and personnel.
Ability to design, implement and execute a social science program.
Ability to evaluate the merits of social science programs, projects, research and products.
