Job description
We have an exciting opportunity within the Ship Support Strategy Team (SSST). You will be an integral part of a senior management team focussed on delivering Naval Support Integrated Global Network (NSIGN).
NSIGN is the successor support programme to Future Maritime Support Programme (FMSP), the contracts of which formed part of the £5.2-billion 5-year Programme and sustained over 9,400 British jobs. It is commercial-by-design and commercially benchmarked, providing an optimised support model for ships and submarines by building on the competitive market conditions created by FMSP.
As the Principal Through Life Support Senior Professional, you will ensure coherency across all aspects of the portfolio and deliver options aligned to strategic directives. You will be accountable for the delivery of Integrated Logistics/Product Support (ILS/IPS) into the portfolio and specifically the Ships Programme, delivering maintainable and cost affordable supportable capabilities.
You will be providing authoritative in-depth through-life support direction, leadership, and management on complex support networks, support solution assurance and continual through life support improvement and efficiencies across the business. It is a leading role for enabling, directing, governing, assuring, and continually enhancing ILS delivery across the portfolio, to champion and promote Through Life Support and solutions, by positively influencing whole life support cost impacts into business investment decisions, and by guiding senior leaders and customers in making informed decisions.
You will drive assurance and governance requirements to ensure compliance with relevant legislation and statutory regulations, MoD policies and standards, as well as Business Management System processes.
About the role
In this role, your key responsibilities will be:
- Being a key member of a senior management team focussed on delivering the largest Support programme ever attempted by the MoD. Driving ILS outcomes and goals into business project and in-service support schedules. This includes working collaboratively with colleagues, to produce technical evaluation & assessment criteria for tendering, awarding, monitoring & assessing contractual performance, and for their achievement to the specified ILS design and support milestone criteria.
- Driving standardisation and support measurement for senior management insights in how effective business teams are delivering support to their customers, being accountable for endorsing and assuring business teams support cases being submitted to decision panels.
- Driving ILS upskilling and TLS coaching, mentoring, and training, including advice and guidance on support matters to everyone across business areas. Creating a community of interest across the business units for all aspects of Operational Delivery to share knowledge and experience and learn from previous programmes across Maritime and other Domains.
- Providing strategic advice and recommendations on the support solution development to ensure the design compliments and supports the Naval Engineering Support Strategy (NESS), the National Ship Building strategy and other strategic level programmes.
- Leading the development of the solution design for Ships for the Naval Support Integrated Global Network (NSIGN) programme, to develop the optimum Ships Support solution for the Royal Navy; delivering the Solution Design elements of the NSIGN schedule, including Requirement development, Integration model development, Change project initiation as required and Transition planning. Working collaboratively with the L5 & 1* business leads across Ships, Submarines and Navy Command to ensure that the Support solution for Ships is integrated into the wider NSIGN programme.
- Building on the existing Future Maritime Support Programme (FMSP) Operating Model and ensuring that it is fit for purpose going forward into NSIGN; working with all Business Units and external support where required, to design and then implement the required Operating Model Develop innovative options for Ships Support, embracing Commercial thinking and new ways of working to provide a solution that delivers Support for both UK Sovereign requirements and Global reach.
- Identifying the opportunities and risks of the changes to the Business-as-Usual support solution design to give an indication of the benefits of the short list options for Strategic Outline Case (SOC). Mitigating the risks and enabling the opportunities of the support solution design option taken forward into Full Business Case (FBC).
- Developing and contributing to business-critical artefacts including contributing to NSIGN Ships Business Cases and provide Operational Delivery supporting evidence including the detailed Options Analysis. Leading the development of the Schedule of Technical Requirements (SOTR) and supporting annexes.
Person specification
To be successful with your application, you'll need to show that you meet the following essential criteria:
- Level 7 qualification, or equivalent knowledge, skills, or experience.
- Experience in leading and directing Through Life Support services and Asset Management Systems.
- Experience of stakeholder management and building entrusted relationship management.
- Directs the verification and validation of support solutions and accountable for TLS team outputs on their proposed support cases.
- Drives continuous improvement and leading a team through change.
It would also be great if you can demonstrate any of the following desirable criteria:
- Support engineering, logistic support or asset management related chartered membership with a professional body or qualification or related experience.
- Experience or knowledge of other industry support related methods/standards, such as Aero Space and Defence Standards specifications for, 1000D Technical Documentation, or 2000M Material Management or 3000L Logistic Support Analysis or equivalents.
