Job Description
We are looking for someone to provide expert technical support and project management for the Data Services Team Leader and working directly with the NRW Departmental Records Officer (DRO) and Data Strategy Lead Specialist. You will lead the delivery of strategic data governance and data archive improvement projects to support the compliance of NRWs statutory data governance responsibilities to a range of public sector information legislation.
This will include supporting and advising NRWs data governance network of Information Asset Owners and Data and Information custodians as set out in NRW Knowledge and Data strategies. For example, on a day-to-day basis you may be
- Reviewing, maintaining, and creating data policies and guidance and maintaining a register of these,
- Championing the role of Data custodians and providing practical support in implementing data policies and guidance and developing a data leavers/movers process,
- Providing advice on the implementation and interpretation of information legislations and supporting exchange and management of data under these legislations, specifically advising on data terms and conditions,
- Advising and supporting the records team on reviewing legacy data drives and develop/manage process of identifying and submitting data of historic interest to The National Archive, including looking at long term retention and digital continuity.
- Leading a review of archived paper data for retention or disposal and development of data mobilisation projects where required,
- Working with team members to implement new data cataloguing or governance IT solutions,
- Developing relationships and liaising with specialists in other organisations to share ideas and ensure best practice on data governance and archiving in NRW
You will be based in the Data Services Team, but you will work with all teams in the Knowledge Information Management Group as well as across NRW and some external partners, collaborating with those who manage data and ICT systems.

Knowledge and experience of the following:
An in-depth knowledge and experience of data management and data governance and experience of leading data governance programs; ensuring compliance with relevant legislation
A good understanding of a range of corporate databases, GIS applications, data integration, data cataloguing or reporting tools
Excellent technical understanding of the legislation that applies to data management and experience in managing its implementation (e.g., Public Records Act, GDPR, FoI/EIR, PSI Directive)
Proven experience of managing multiple or complex corporate improvement projects, delivering to cost, time and business objectives
Educated to degree level in a data management or environmental discipline, or able to prove relevant experience. A professional qualification or working towards a professional qualification would be an advantage
You will have good inter-personal skills and be confident a communicator with the ability to communicate complex data and statistics effectively using a range of techniques including tables, graphs, and maps.
