Job Description
The New York City Campaign Finance Board oversees New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is a centerpiece of this progress.
We eliminate barriers to participation by providing access to the resources New Yorkers need to vote or run for office and amplify the voices of small donors with New York City’s small donor democracy program.
You would be working with a staff and leadership that is mission driven and committed to continuous improvement for the staff and the public.
The CFB Public Affairs division promotes the agency’s key role in equipping all candidates and voters to power a fairer and more open democracy in New York City. We engage New Yorkers, inform them about elections, and boost their civic participation in the democratic process. The Policy and Research unit conducts intergovernmental outreach, performs policy and legislative analysis, and produces original, data-driven research on voting and campaign finance issues.
The New York City Campaign Finance Board seeks a Data Scientist to perform original research and analysis to help inform the agency’s policy and program choices on campaign finance and voting. This position will report to the Senior Data Scientist. Responsibilities include, but are not limited to:
- Maintain internal databases and collect external datasets to supply data for decision-making or project needs.
- Evaluate data from external sources to incorporate into the agency’s research on candidate and contributor behavior analysis.
- Perform statistical analysis and create visualizations on the election patterns of voters, candidates, and campaign contributors in NYC.
- Conduct research into the election patterns of voters, candidates, and contributors in New York City.
- Contribute original research and visualizations to the annual reports, the website, and other agency publications.
- Contribute to community profiles that highlight key indicators regarding participation behavior in New York City neighborhoods.
Minimum Qual Requirements
1. A bachelor’s degree from an accredited college including or supplemented by at least twelve semester credits (or the equivalent of twelve semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or
2. A four-year high school diploma or its educational equivalent and five-years of experience as described in “1” above; or
3. Education and/or experience equivalent to “1” above.
Preferred Skills
- Experience extracting statistical information from large datasets, using programming languages like R or Python.
- An interest in using automated scripting and artificial intelligence tools to clean data and create efficient data pipelines and workflows.
- Advanced geospatial analysis skills and proficiency in geographic information system application software, such as ArcGIS or QGIS.
- Experience creating data visualizations or interactive features with software such as Power BI, Tableau, or Shiny applications, and using the results of quantitative analyses to tell compelling stories.
ESSENTIAL SKILLS
- At least one (1) year experience with quantitative data collection, analysis, and reporting, preferably related to campaign finance and elections.
- Experience using advanced statistical analysis software such as R, Python, SPSS, or equivalent.
- Familiarity with datasets outside the agency that relate to political participation.
- Knowledge of and demonstrated interest in New York City government and politics.
- Ability to think critically and critique assumptions.

New York City residency is generally required within 90 days of appointment.
