Within OFM, our Forecasting Division provides estimates of state and local population, monitors changes in the state economy and labor force, conducts research on a variety of issues affecting the state budget and public policy, and. conducts analyses of early learning, K-12, higher education and workforce training programs and education and training issues across the P-20 plus employment spectrum.
What this job is about:
As a Senior Data Scientist, you'll be relied upon as a senior professional, responsible for providing data collection, validation and business/technical requirements for maintenance and improvements to the Public Higher Education Enrollment system (PCHEES). You'll also provide leadership in integrating the PCHEES data into the P20W Longitudinal Research database. In addition, you'll provide administrative functions around secure file transfer account maintenance and services.

What you’ll do:
- Provide Technical Data and System Liaison between Business and IT Support: Utilize strong IT technical skills, extensive higher education business knowledge, and in-depth understanding of the PCHEES application, databases, and data flows, work as a technical liaison to help identify technical requirements and potential impacts on system.
- Higher Education Data Analysis for Reporting: Play a central role with higher education enrollment data stakeholders to complete data collection and analysis.
- Define data and reporting requirements;
- Validate reported data;
- Utilize expert knowledge of data, business, and application logic to identify and document the data, rules, and attribute necessary to meet user requirement changes.
- Perform Annual Maintenance Activities for PCHEES application and PCHEES Dashboard: Work with business analyst, tester, developers, and stakeholders as needed to perform activities in support of annual maintenance of both the PCHEES application and the PCHEES dashboard.
- Perform data extracts and validation in response to internal and external data requests.
- Manage Secure File Transfer accounts for the ERDC and Population Units within the Forecasting Division: Develop standard procedures to prevent errors when SFT accounts are created, updated or removed.
Required:
PLEASE NOTE: The requirement of a graduate degree may be waived for applicants with at least five years of senior-level experience and an advanced technical and business knowledge of one of the major state education information systems and how to transpose data into research analytical files.
- A graduate degree involving quantitative research, including formal education in the use of descriptive statistics, multivariate statistics and regression models.
- A bachelor degree involving quantitative research, including formal education in the use of descriptive statistics, multivariate statistics and regression models with ten or more years of appropriate experience may also be considered.
- Strong data management skills and experience working with large, complex databases in a research setting.
- Competence in data analysis using statistical software such as SAS, STATA or equivalent.
- Ability to create complex SQL statements extracting, aggregating, filtering and joining data from multiple tables.
- Ability to convert data and analysis to practical, understandable information.
- Ability to communicate effectively including communicating complex data and analysis, to audiences with limited knowledge of research and statistical methods.
- Working knowledge of higher education and student financial aid programs and data.
- Advanced skills in SAS 9.x or similar statistical software, or SQL or similar programming language.
- Expertise in logical database design.
- Experience performing identity resolution activities.
- Experience working with sensitive data.
- Five or more years of experience in related work.
- Working knowledge of Informatica and Master Data Management software.
