The Role
To ensure maximum value is obtained by the Council in its collection, extraction, manipulation, and presentation of data, supporting the development of systems and processes and promoting the use of Geographical Information Systems (GIS) as a tool.
To provide a comprehensive Geographical Information System (GIS) related support services to the Council over a whole range of tasks and a variety of work projects. This will include the identification and collection of spatial data and integration of GIS and the development of Council uses of spatial and address data.

The Head of ICT, Resilience and Information Governance services aims to provide dynamic service provision across all disciplines, the ICT strategy focuses on an ambitious direction of transformation as early adopters of cutting-edge thinking for the sector. To achieve the goals and ambitions of the Council all members of the team will be expected to have a flexible approach adapting to different work streams while working in a matrix environment.

Accountabilities
- To develop and support the application of geographic information-based monitoring systems throughout the Council.
- Support the Council's review of the current GIS product (Cadcorp)
- To create and maintain geospatial map layers to assist with business requirements and functions.
- Document the data architecture and environment in order to maintain a current and accurate view of the larger data picture.
- Create, develop and maintain corporate datasets including checking data within key customer-facing ICT systems to ensure compliance with agreed standards.
- To lead on the promotion of the use of best practice and make recommendations within the Council in the use of corporate datasets, including appropriate corporate standards for data security and Data protection, in accordance with the Council's Information Governance Framework"
- To maintain and distribute digital maps the Council receives under the Data Co-Operation Agreement (DCA).
- To develop and maintain appropriate GIS and property links to key identified Council systems.
- To create and maintain spatially related meta-data and GIS data analysis and reports as required.
- To maintain and amend Master Map and Corporate Map layers.
- Provide guidance on the "re-use of Public Sector Information Regulations 2015, the Environmental Information Regulations 2004 and INSPIRE regulations 2009"
- To be aware of information management principles, including those relating to data matching, open data and data protection.
- To assist in the delivery of the corporate gazetteers, and street and address gazetteer standards working with the Land Charges Team to ensure LLPG is maintained and up to date.
- To undertake training of key GIS stakeholders and ensure they are aware of their responsibilities to maintain accurate data.
- Graduate degree in ICT or equivalent by experience
- Experience in GIS (ideally Cadcorp)
- Good computer literacy skills, including the use of Microsoft Office programmes.
- Analytical and critical thinking skills
- Understanding of Local Land & Property Gazetteer (LLPG)
- Ability to establish and maintain relationships.
