Description
SAIC is looking for a Metrics and Data Analyst to support the NASA DATSS program.
Job Description:
- Provide data analytic consulting and customer service knowledge, skills, abilities, and experience demonstrating proficiency in several of the areas listed below.
- Analytic consulting: Ability to identify data analytic methods, tools, and/or solutions to support audit projects for OIG’s Office of Audit.
- Analytic solutions: Develop and deliver a broad variety of data analytic products and services in support of audit projects (e.g., analyses, data mining, reports, dashboards, data visualization, automation, surveys). Partner with subject matter experts, as needed.
- Data acquisition: Work with data owners/suppliers within NASA, OIG peers, and open source to obtain/maintain required data.
- Data analytic project support to ODA, which may include (and are not limited to) audit project analytics, NASA OIG ODA NORS dashboard, Teammate dashboard and staffing tool, procurement collusion analytics, grant analytics, pandemic funds, ad-hoc, and new analytic project support throughout life of contract. The delivery format for these projects will be determined by ODA and its customers, and may include R, Python, ACL, Power BI, Tableau, web integration, and other tools.
- ODA database-related project support may include (and are not limited to) database development projects, such as developing Extract Transfer Load (ETL) processes, cleansing the data to usable formats, and ensuring the data is prepared for performance of advanced analytic testing.
- Develops, inspects, mines, transforms, and models data to raise productivity, improve decision making, and gain competitive advantage.
- Conducts statistical analysis on data and information to ensure correct predictive forecasting or classification.
- Manages all aspects of end-to-end data processing. Maintains analytical systems, verifies the accuracy of the data and acts as liaison with business.
Qualifications
Required Education:
- Bachelors and three (3) years or more of related experience; Masters and one year of related experience
Required Experience:
- Audit analytics experience.
- Familiarity with audit processes and concepts.
- Cost & schedule analysis experience – this can include project management experience (tracking progress of large organizational projects against establish metrics).
- Experience developing dashboards with enterprise data visualization tools (Power BI or Tableau experience preferred).
- Ability to write complex SQL queries (to support SQL-based dashboard products already deployed/in development).
- Proficiency with Audit Command Language scripting (not required but helpful).
- Excellent written and verbal communication skills. Experience capturing and eliciting analytic requirements from stakeholders. R or Python scripting experience is a plus.
- Experience working with subject matter experts in a wide variety of areas, ability to collaborate to find data sources. Ability to synthesize ideas to support audit objectives.
- This requires a broad knowledge of analytic techniques and the ability to know where/when to apply each technique, given the data available for an audit.
- Experience supporting audit objectives with analytics; ability to document all steps taken to produce analytic outputs.
- Experience summarized analytic product outputs as part of an audit narrative (report). Working knowledge of data governance best practices.
- Ability to maintain access control of sensitive data. Microsoft Excel VBA and macro authoring experience .
- Exposure to/experience with HR department functions and business processes.
Desired Education:
- Bachelor’s degree in Data Analytics, Accounting, Finance, Computer Science, Statistics, Economics, or field with similar domain overlap with “Responsibilities and Duties” section. Master’s degree [preferred]. ACDA Intermediate Certification [a plus]. Relevant analytics, technical, auditing or accounting qualifications (I.E. CPA, CFE) [a plus].
