Currently, ManTech is seeking a motivated, career and customer-oriented Acquisition Specialist - Contracts IV to join our team in the following locations: National Capitol Region to include Washington DC, Virginia, and Maryland; Tucson, AZ; and Selfridge Air National Guard Base, MI. Our team supports a government acquisition organization comprised of a multi-disciplinary, integrated team of Government and contractor personnel executing multiple, complex national border security projects. Through systems acquisition and fielding activities, projects we support impact leadership decision making regarding operational mission resource allocations, appropriate border security responses, and successful implementation of national border security priorities.
Responsibilities include but are not limited to:
- Serves as the Portfolio 2: Integrated Surveillance Towers (IST) Lead and assists the Program Manager (PM) in preparing draft/final Requests for Proposal (RFP), Statements of Work (SOW), Statements of Objectives (SOO), CLIN structures and Performance Work Statements (PWS), and appropriate Contract Data Requirements Lists/Data Item Descriptions.
- Facilitate rapid acquisition using alpha-contracting processes and procedures, conduct technical analysis of proposed Performance Work Statements (PWS) and Bases of Estimate (BOE), and review documents for completeness and compliance.
- Review vendor proposals and related documentation, recommend Government technical and negotiation positions, and develop draft Price Negotiation Memoranda for Contracting Officer review.
- Advises the Government PM and Contracting Officer on compliance with contracting regulations (FAR, HSAR, HSAM), contract law issues, wage determinations, and intellectual property rights.
- Serve as an advisor to the Source Selection Evaluation Board (SSEB) Chair, Technical Evaluation Team (TET), Price Evaluation Team (PET), and/or Management Evaluation Team (MET).
- Assist the PM in the development of new programs, associated market research, and Acquisition Lifecycle Framework (ALF)/Systems Engineering Lifecycle (SELC) documentation required for execution oversight of deployed programs or technical capability integration activities.
- Assist the PM in the development of RFPs and the assessment of associated proposals to include developing, reviewing, and providing technical inputs on contractual documentation such as PWS, SOO, technical instructions, and scope of work revisions, and evaluation of contracted System Developer’s responses for feasibility and completeness.
- Serves as the Government PM Technical Advisor on the adequacy of the System Developer’s execution of contractual requirements related to integrating, testing, and fielding advanced technology packages to the operational environment.
- Report information on the status of task order projects, along with any associated modifications, and evaluate the contracted System Developer’s execution against the established performance measurement baseline metrics.
- Assist the PM with preparing SES-level and higher headquarters-level briefs, white papers, and memos used as the basis to support executive program recommendations and decisions.
- Documents issues and action items, publishes meeting minutes, and develops briefings to communicate project status.
- Support the organization, management, and control of all current and historical program management related documents and artifacts.
- Provides direction to the Acquisition Specialist – Contracts III.
Basic Qualifications:
- A bachelor's degree. In lieu of a bachelor's degree, you must have an associate degree and 4 years of work experience -OR- a High School Diploma and 6 years of work experience
- A minimum of 10yrs of related experience
- In-depth knowledge and understanding of Federal acquisition contracting practices and acquisition management standard requirements and Federal Acquisition Regulations.
- DHS Level III FAC/C certification or Defense Acquisition University Level III Contracting certification or equivalent training and experience.
- Federal Contracting Officer experience.
Preferred Qualifications:
- Major Federal system acquisition program management office experience.
- Unlimited Contracting Officer’s warrant.
- DHS Acquisition Directive (AD) 102-01 knowledge and experience.
- Advanced skills in Microsoft Office Suite, Project, and/or SharePoint.
Clearance Requirements:
- Must be a US Citizen and be able to obtain a Customs and Border Protection Public Trust suitability determination.
Physical Requirements:
- Must be able to be in a stationary position more than 50% of the time
- Must be able to communicate, converse, and exchange information with peers and senior personnel
- Constantly operates a computer and other office productivity machinery, such as a computer
- The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
