The Residential Rent Stabilization and Arbitration Board, a department of the City and County of San Francisco, was created through Board of Supervisors’ Ordinance in June 1979 as emergency legislation to alleviate the City’s housing crisis. The Rent Board’s mission is to safeguard tenants from excessive rent increases and unjust evictions while assuring landlords fair and adequate rents. The Rent Board supports landlords and tenants by providing information and resources on the Rent Ordinance, conducts rent arbitrations and mediations, and now maintains a Housing Inventory where owners of all residential units in San Francisco must report to obtain a license to increase rents. The department is currently undergoing one of the biggest periods of growth and change in its history.

Under general administrative direction of the 1824 Rent Board Housing Inventory & Fee Unit Supervisor (Principal Administrative Analyst) , the 1823 Senior Administrative Analyst serves as the data analyst in the Housing Inventory and Rent Board Fee Unit at the Residential Rent Stabilization and Arbitration Board (Rent Board). The Senior Data Analyst plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work that may have substantive impact on the operations of the unit. The incumbent is responsible for performing professional level analytical work related to analysis of operational data, analysis of housing inventory data, and other analysis that supports customer service and operations management of the unit and the department as a whole. The analyst will leverage analytic and technical skills to innovate, build, and maintain solutions to address the unit and departmental needs. The analyst will assist management in complex administrative, organizational, policy and other issues through data driven analysis.
Essential functions of this position include:
- Research, develop and implement data collection related to the daily operations activities of the annual Rent Board Fee cycle.
- Collect, review, and incorporate data from other City agencies.
- Conduct data analysis and data visualization activities; develop dashboards and presentations using data visualization software to promote internal and external stakeholder understanding of the Housing Inventory data.
- Use a variety of data analysis tools such as queries, exports, pivot tables, definitions, visualizations, and data quality assessments to understand the Housing Inventory and Rent Board Fee data.
- Analyze the existing database and propose updates to provide better user experience and management of data.
- Prepare and present reports, dashboards, and presentations to internal and external stakeholders.
- Research best practices in data and privacy laws and make recommendations.
- Lead and direct the effort to maintain data accuracy in the system.
- Respond to data-related public records requests.
- Performs related duties and responsibilities as assigned.
Desirable Qualifications:
- Ability to exercise a high level of judgment and strong communication skills with managers, colleagues, other department staff, other City agencies, and members of the public in a highly collaborative environment.
- Knowledge of landlord-tenant law, related housing law and policy.
- High fluency in Excel or other data analytics software.
- A high level of comfort in gathering, managing, analyzing, and disbursing data.
- Proficiency in data visualization.
- Ability to translate data into understandable language for various stakeholders.
- Knowledge of best practices in data and privacy laws.
- Excellent time management and organizational skills.
EDUCATION: Possession of a baccalaureate degree from an accredited college or university; AND
EXPERIENCE: Three (3) years full-time equivalent experience performing professional-level analytical work.
- Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
- Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - After submitting your application and receiving the confirmation email, you will receive an email with a link to the Minimum Qualification Supplemental Questionnaire (MQSQ). This Questionnaire is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Administrative Analyst Core Exam (weight: 70%): Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:
- Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis
- Ability to communicate written information (includes ability to proofread)
- Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas)
- Ability to comprehend and understand written information
- Ability to use various computer software programs
- Ability to conduct research
- Ability to establish and maintain cooperative and effective working relationships
- Knowledge of, and the ability to apply, principles, practices and procedures involving office operations
This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
Supplemental Questionnaire (Weight: 30%): Candidates who attain a passing score on the Administrative Analyst Core exam will be sent a Supplemental Questionnaire via email that must be completed and submitted as the final part of the Civil Service Exam Process. The Scored Essay Questionnaire is designed to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, such as interpreting and explaining legal language and written communication. In addition, knowledge of correct English usage, including grammar, spelling, and punctuation; and Ability to interpret laws, regulations, and requirements.
A passing score on the Administrative Analyst Core Exam and Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List.
Certification - The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
