Duties

As part of a multidisciplinary high-performing team supporting the CER as a world class regulatory, this position reports to the Director of the Facilities Central/North and Performance Team in the Energy Adjudications Business Unit. The Regulatory Data Analyst is expected to:

1) Collect, review, and analyse complex data and information related to oil and gas pipelines and facilities applications, operations, safety and environmental performance.
2) Analyze data for adjudication assessment processes and/or for resource planning purposes or as requested by other teams;
3) Assist BU staff with data research and extraction of data from internal and external databases;
4) Identify improvement opportunities, gather user requirements, and implement data projects;
5) Develop Tableau dashboards and visualize data to improve process efficiencies and support decision-making;
6) Contribute to improvement of internal data collection and management processes and practices;
7) Perform QA/QC on CER’s data and information;
8) Communicate frequently with regulatory adjudications staff and other internal and external stakeholders; give presentations and develop technical reports, briefings and memos;
9) Analyze emerging trends from application types, assessment process data and decision making activities and draw out meaningful conclusions regarding unit performance;
10) Liaise with other regulators, industry, associations, and technical experts to exchange and acquire information and knowledge on data management best practices;
11) Work in a multi-disciplinary team environment, consult with colleagues and senior technical specialists;
12) Project manage the production of quarterly and annual performance reports; and
13) Perform other related duties as required.

Education: Graduation from a recognized university with a degree related to the requirements of the position (e.g. Statistics, Computer Science, Business Analytics, Data Management, Engineering, Economics, etc.).

Degree equivalency

E1: Experience in a regulatory sector or industry in one or more of the following areas:
  • Extracting, compiling and analyzing data from multiple sources, including SQL databases, Excel Spreadsheets, pdf files, etc. by using a computer code / program;
  • Analyzing data related to regulatory adjudication assessment processes and/or compliance reporting including production data in order to support decision-making;
  • Gathering and documenting user requirements for data or data system projects, identifying system and data gaps and implementing improvements.

AQ1: Experience manipulating data with SQL, Python and/or R.

AQ2: Working knowledge of Tableau and/or Microsoft PowerBI.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB-08 position is similar to an EC-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2021 NEB08, $75,770 to $92,185 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
  • a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
  • annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
