Job description

Data Acquisition & Exchange (DA&E) is part of Data Sharing & Acquisition (DSaA) in CDIO CIO, CCG & SOLS. DSaA promote and facilitate responsible sharing of HMRC data across government and external organisations, which supports data-driven policy making, strategy and operations in legal and proportionate ways.

DA&E supports HMRC in tackling tax compliance and improving customer services through ‘bulk’ UK-based data acquisitions, as well as ensuring the UK Government meets its international obligations acquiring and exchanging information and tackling cross-border tax avoidance.

DA&E uses statutory powers working with internal stakeholders to obtain bulk third-party data, for data led compliance work and wider use across HMRC. It is the central office for Automatic Exchange of Information with offshore tax authorities under a variety of treaties and international agreements. DA&E also lead HMRC’S mandatory governance function for all bulk third party data requests.

The successful candidate will have an exciting opportunity to be responsible for and contribute to the delivery of operations within the CIO and will be encouraged to develop both their skills in a wide range of areas.


Person specification

Key Responsibilities for International Data Exchange Team - 2 posts include:

  • Working with sensitive data meeting strict data security requirements
  • Communicating with internal and external customers providing support to resolve issues with offshore reporting requirements and escalating to policy for advice where necessary
  • Attending project meetings with policy/IT partners, developing new processes, sharing ideas, creating new ways of working
  • Working as part of a small team to ensure KPI’s and a variety of international exchange deadlines are met
  • Supporting team members to promote standard operating procedures but retaining the ability to work flexibly
  • A proven track record in confidently conversing with external customers by phone and email


Key Responsibilities for UK Acquisitions – 1 post include:

  • Leading and representing DA&E at HMRC data acquisition discussions.
  • Providing support and advice across DA&E and the wider HMRC
  • Answering internal and external customer enquiries
  • Acquiring knowledge of HMRC’s data security requirements and evidence of applying it in day-to-day activities
  • Providing high level communication skills spread across internal and external HMRC stakeholders
  • Ownership and management of Third-Party data provider portfolios
  • Responsible for ensuring legal notices and advice provided to data providers meets legislative guidelines as set out within Schedule 23 of the Finance Act 2011


Essential Criteria

The successful candidate will have a good knowledge and experience of working with excel spreadsheets.

Desirable Criteria

The successful candidate would benefit from experience of data handling, data security, data transformation and familiarity with multiple data formats of large and complex type.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. Terms and Conditions

If you’re successful you need to know that in February 2021 members of recognised trade unions (ARC and PCS) voted to approve a pay and contract reform offer. This means that HMRC will adopt new terms and conditions for all colleagues as part of a multi-year pay deal and contract offer, the pay deal period is 01 June 2020 – 31st May 2023 and terms and conditions changes take place from the 01 June 2021 onwards.
