Why this job matters

BT Cargo Community Systems is an end-to-end business unit providing, amongst other things, a globally respected Cargo Community Service encompassing UK customs and border security compliance. The service handles customs and safety and security declarations and bonded cargo movements for cargo entering and leaving the UK via air and road. We are an HMRC and IATA strategic partner.
It is an exciting time to be working in the industry. The impacts of Brexit, digitalisation, digital economy agreements, the UK Border 2025 strategy and initiatives such as the Single Trade Window mean there are lots of opportunities and challenges.
The focus of this role is to bring supply chain and customs/border compliance expertise to create new and innovative products and services which generate significant new efficiencies across the cargo communities and the global supply chains they operate. You will use your expertise to create innovative processes and solutions and be able to see them right through from idea to business case and requirements and onto product design, testing and deployment. You’ll also advise on compliance implications and risks and be accountable for ensuring that these risks are mitigated/managed. For example, through contracts with suppliers, partners and customers.
What you'll be doing
  • Accountable for product and service direction based on your knowledge of the cargo/supply chain industry, government policy and initiatives.
  • Develop innovative processes and solutions and manage these from concept through to requirements, design, test and deployment. You’ll be accountable for deliverables including business cases, requirements specifications, high-level designs and test cases.
  • Be able to articulate, both verbally and in written form, the impacts of industry and legislative change and the products and services to support the evolution of the global supply chain.
  • Ensure that business and technical assurance are implemented at every stage of the product lifecycle and that the technical implementation aligns with the business, functional and non-functional requirements and risk profile. Where not, you’ll put plans in place to address these including risk mitigation.
  • You will, through your ideas, drive innovation and efficiencies across the supply chain to enhance the frictionless flow of goods across borders and way beyond whilst achieving compliance with changing government requirements and policies.
What we would like to see on your CV
  • You will already be a Customs and Border specialist which may have been gained through 5+ years’ experience as a Customs or Policy Specialist within government; as a Customs Compliance Manager for a large freight forwarder; or as the lead border and customs specialist within a freight software supplier.
  • You will have an in-depth understanding of customs and border processes and compliance including the systems supporting these. For example, the end to end processes for movements from EU or RoW to UK (and vice versa), port and community systems, carrier systems and those relating to Customs, Border Security, plant and animal health, licensing etc. For example, CHIEF, CDS, GVMS, ICS, NCTS, EMCS, TRACES, PEACH, IPAFFS, ALVS etc.
  • You’ll understand liabilities, stakeholders and implications based on incoterms and contract of sale. You’ll understand trade agreements, tariffs and declaration data elements.
  • You’ll be able to use this knowledge to design new products and services and ensure the appropriate agreements, contracts and processes are in place to manage and mitigate risks.
  • You will be keeping up with industry and government initiatives and competitor activities including aspects such as target operating models, digital economy agreements, digitisation, single trade windows, freeports, innovation and both current and future border models – within the UK, EU and globally. You will use this knowledge to scope and design innovative process and solution changes which create efficiencies for the cargo communities and supply chains.
  • You will be able to operate across the business, data, application and technology domains – both in understanding enablers/disrupters and in specifying solutions.
  • You will be able to apply critical thinking and a logical approach to solving complex and sometimes ambiguous problems with a diverse range of stakeholders across the supply chain. You will know the right questions to ask and will be able to adapt your own thinking based on answers received.
  • You will already be established as an industry expert and will be able to build on that credibility with both internal and external stakeholders to gain support and resolve challenges. This includes customs and border authorities.
  • You will understand the competitive environment in which BT Cargo Community Systems operate – including both UK and global solution providers of cargo community systems, port systems, data hubs/platforms freight software providers. You will use this knowledge to support the evolution and growth of BT’s products and services.
  • You will be self-motivated/driven. You will be able to work independently and/or as part of a small dynamic team. You’ll be able to establish and deliver against targets/goals and be able to define these for others (including suppliers). You’ll be able to work in a fast-paced and changing environment and be able to bring structure and clarity where there may be some ambiguity.
