Brief Description
Oversees recruitment planning and strategy and manages a team of recruiters. Responsible for assigned requisitions with full life cycle recruitment efforts for Dallas County. Represents the county through every interaction sent through social media, email, and Applicant Tracking System (ATS). Manages team metrics, requisitions, and provides daily motivation and direction for team members. Management Scope: Manages exempt/non-exempt staff.
Detailed Description
Manages and supports talent acquisition team. • Acts as subject matter expert on all facets of the recruiting process, serving as an advisor, coach and mentor to hiring managers, recruiters and candidates. • Manages full cycle recruitment process with TA team and works closely with HR and Operations. Partners with business leaders, hiring managers, and HR to understand workforce plans for assigned business functions. Drives and executes plans while understanding drivers, roadblocks, and contingencies in meeting hiring plans. • Develops, executes, and manages recruitment team metrics. Motivates team members to meet and exceed goals. • Advises and coaches line managers on recruitment policies, procedures, best practices, selection processes and interviews. • Works with the TA team to write quality and consistent hiring documents, job postings, and recruitment processes. Ensures regular maintenance to maintain legal integrity. • Ensures open jobs are posted on county-approved job boards, social media, colleges, and other avenues as appropriate. Ensures the TA team has accurate and thorough documentation within the county’s ATS system, spreadsheets, and other tracking mechanisms, as requested, to preserve the candidate lifecycle status. Prepares recruitment analytics reports. • Contributes to team development as an expert user of the ATS and flex across teams as needed to provide training on optimal use and best practices. Implements team strategies and tactics to address high volume, rapid response, and proactive recruitment needs for a growing county. Develops team sourcing strategies to ensure a robust talent pipeline based on market conditions and the needs of the county. Works collaboratively with HR and functional leaders to understand their talent needs. Develops and implements staffing plans and strategies to ensure that county goals are achieved. Works with HR team to execute the pre-hire process. Works with hiring managers on the final selection of candidates. Executes job-related assessments prior to candidate hiring. Executes final job offers to candidates. Leads full cycle recruiting for team members and individually assigned requisitions. Screens resumes identifying top talent. Identifies and standardizes sourcing tools and technologies to effectively identify qualified candidates. Drives results by leveraging strategic recruitment methods and philosophies to attract and identify the best candidates from a wide range of sources including but not limited to online recruiting platforms, ATS (Applicant Tracking System), professional boards, internet sourcing, LinkedIn, networking with colleges, associations, community outreach, and other technical or creative methods. Ensures staffing activity is meeting/exceeding county expectations. Conducts phone and virtual interviews with candidates. Ensures manager interviews are scheduled and candidate assessments are submitted by TA team members. Works with the TA team and marketing to prepare documents for attendance at job fairs. Attends career fairs and local events when applicable. Identifies, schedules, and participates in Talent Acquisition remote and virtual recruitment events and other applicable events. Maintains compliance with talent acquisition processes and procedures. Builds and maintains strong collaborative working relationships with hiring managers, key stakeholders, and TA team members. Conducts detailed in-take conversations with hiring managers. Performs other duties as assigned.
Job Requirements
Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Business Administration, Human Resources, or in a job related field of study. Four (4) years of progressive experience in full life cycle talent acquisition, including two (2) years supervisory experience. High volume recruiting experience and government and/or public sector experience in talent acquisition are preferred. Demonstrated skill and knowledge of applicant tracking system (ATS) and the identification and sourcing of qualified candidates using multiple platforms. Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Ability to gather, organize, and analyze narrative and statistical data; analyze problems, consider options, formulate strategies, and make practical recommendations; interpret, and apply procedures, rules, and laws. Knowledge of principles of human resource management and practices and state and federal laws pertaining to fair employment practices, and equal employment opportunity.
