Job summary
A key purpose for the Home Estates Intelligent Client Function (ICF) is to ensure that operational colleagues have an estate and facilities which are modern, fit for purpose, environmentally sustainable and which allows staff to maximise their operational efficiency. To this end, the Estates ICF will work closely with Business leads across the Region and with our delivery partners in MOJ Estates and Government Property Agency (GPA), to consider how to improve and optimise the use of buildings and facilities and provide solutions for any new requirements.
This is an exciting area of work that can rapidly change in the global environment we work in – this makes the Home Office one of the most exciting and stimulating government departments in which to work.
Job description
The Estates Manager will work closely with MOJ, GPA and the key business leads in their region, ensuring each site operates to its optimum capacity by building strong working relationships and being responsible for the delivery of projects in your region. You will be the key point of contact with Collaborators in the North, assuring FM service delivery, capturing and influencing estates requirements while also feeding local constraints and priorities into the HO estates strategy.

Person specification
The key responsibilities for this role are:
- Ensuring effective occupier behaviour by fostering wider strategic initiatives, e.g. new ways of working, reflecting space per person as hybrid working is rolled out, helping teams to optimise the desk to FTE ratio.
- Have strong interpersonal skills, a consistent track record of managing diverse contending priorities and are resilient when working in a changing and fast paced environment.
- Creating and maintaining an accurate record of occupancy data for each HO site in your region including FTE, upcoming recruitment and desk data.
- Identifying vacant and poorly used space. Reallocating space as the need arises.
- Act as a gatekeeper for all new estate's requests in your region, demand challenging and sense checking all requests before they are approved for delivery.
- Build strong working collaborations within your region, developing an understanding of their business needs and longer-term workforce plans.
- Develop long term plans for sites within your region, working with senior managers to ensure plans meet their needs and gain their agreement.
- Advising HO colleagues on the correct process to enable their full business requirements to be gathered via the Estates Service Request process.
- Working with the business to gather estates requirements for new projects and then supporting the business through the project life cycle.
- Facilitate building user groups with partners at each building across your region.
- Support the Estates ICF senior management in development and delivery of the Home Office estates strategy.
- Work with MoJ FM and the business to find opportunities to invest in buildings as part of planned maintenance programme.
- Representing the ICF by attendance at business meetings as the need arises.
Essential criteria
Excellent written & oral communication skills.

- Excellent customer leadership skills with the ability to influence and persuade senior managers, working collaboratively with key customers to develop estates solutions and successful relationships.

Further information
For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
