Service Manager (Registration and Coroners) Role Profile
Plymouth City Council are seeking to employ a suitably experienced Service Manager Reporting to the Strategic Director of Customer and Corporate Services for Plymouth City Council’s Registration Service. You will lead and manage the Registration Service, holding the designation of Superintendent Registrar. You will lead and support Registration Services ensuring the relevant statutory function and obligations are delivered, monitored and well-managed, in accordance with current legislation. This will include functions such as registration of births, deaths, stillbirths, marriages and civil partnerships; as well as taking notices of marriages and civil partnerships, ceremony provision and associated registration duties.
The service also offers a wide range of ceremonies, including marriage, civil partnership, citizenship, baby naming and renewal of vows. You will ensure the meticulous coordination and adherence to government quality standards in the delivery of all ceremonies. Additionally, you will be responsible for the licensing of approved venues and working with partners to maximise the benefit to them of their investment.
The Service Manager is also responsible for ensuring appropriate and efficient support service for the Senior Coroner which are sensitive to the needs of the public in a period of bereavement. You will develop and implement operational procedures in order to comply with statutory guidance for the Coroner’s Service. Planning in the short to medium term and manage day to day onsite resources to support the death management process to keep within statutory timeframes for deaths.
The Coroner’s Service is not standalone and is delivered with many partner agencies. You will work closely with a diverse group of stakeholders including Devon & Cornwall Police, bereaved families, emergency services, the Ministry of Justice, GPs, Funeral Directors, Mortuaries and other external bodies that will put your high level communication and interpersonal skills to full use. You will sometimes be operating in very difficult and challenging circumstances therefore you will apply a sensitive and discreet approach to your work, using well-reasoned judgement to make decisions.
With proven experience in change management and continuous improvement techniques, you will work with the Strategic Director and Senior Coroner to ensure the service continues to evolve and develop whilst remaining effective and efficient. You will need to evidence a strong knowledge of managing change and experience of planning, managing and delivering strategic change to a high standard and will always be looking for areas of improvement in relation to the service and resources of the team.
This role is not suitable for flexible working due to the needs of the service.
