1. Background
The River Thames Scheme (RTS) is collaborative project between the
Environment Agency (EA) and Surrey County Council (SCC) which will
reduce flood risk to homes, businesses and critical infrastructure between
Egham and Teddington.
Defra Group Commercial (DGC), on behalf of EA and SCC, is seeking to
appoint a Construction Partner to undertake the design and build of RTS.
The Construction Partner is to be appointed following a two-stage
tendering approach under the Competitive with Negotiation procedure.
The works shall be delivered under an NEC4 Option C Target Cost
Incentive Model Engineering & Construction Contract (ECC).
The Contract Notice is planned for issue in the summer of 2023. In order
to meet the scheduled procurement programme, elements of the
Procurement Strategy require completion in order for the required
governance approvals to be sought. A Procurement Advisor is required to
lead on specific aspects of the strategy and to provide general commercial
advice and support to the RTS commercial team.
2. Description/scope of work
a. The Procurement Advisor shall lead and support, as required, on
aspects of the RTS Construction Partner Procurement Strategy,
including:
- Pricing strategy
- Incentivisation mechanism
- Liquidated Damages
- NEC4 ECC Contract Data Pt1
- SQ and ITT evaluation model
- Risk management
b. There may also be additional Commercial/Procurement
workstreams that may also need assistance, outside of the
Construction Contract work, including but not limited to:
- Supporting on commercial/procurement advice regarding dealing
with National Highways, ((under regulation 12 of the PCr’s)
utilities companies and other commercial entities
- Support on scheme wide procurement activity, including
procurement opportunities to purchase items in advance of
construction work taking place
3. Deliverables
All assigned tasks relating to 2a shall require completion by end of July
2023, however items that fall within part 2b may have longer timelines.
4. Performance/quality standards and acceptance criteria
Weekly commercial and Monthly progress meetings will be conducted to
agree priorities and understand progress and appropriate performance.
5. Council support
Lead Officer – Tamara Stone – SCC Project Manager, with senior support
from Keith Coleman, Deputy Director Procurement and Rob Davis,
procurement officer. Outside of the Council there are colleagues from
within the Environment Agency that will be key interfaces for day to day
work.
6. Location of work
Project teams have identified 3 locations that could work for colocation
purposes. These locations are Environment Agency - Reading, Surrey
County Council – Woodhatch and Environment Agency – Nobel House,
London. The latter is the preference for the Commercial teams, normally
on a Thursday. Ideally role incumbents would be free to collocate 1 or 2
days a week.
7. Materials/equipment
Laptop will be provided by SCC, and inductions provided by SCC and River
Thames Scheme project staff.
Job Type: Temporary contract
Salary: £656.00 per day
