This role is subject to -
  • BPSS (Baseline Personnel Security Standard) clearance - this post is subject to BPSS checks. You will therefore be required to consent to and comply with BPSS checking requirements prior to commencing in this post. This check involves verification of identity; nationality and immigration status; employment history (past 3 years) and basic criminal record check.
  • DBS (Disclosure and Barring Service) clearance - this post is covered by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (amended in 2013). Appointable candidates will be required to apply for a Standard Disclosure and Barring Service (DBS) check. Information provided by you or the DBS will be dealt with in a confidential manner and in accordance with the DBS Code of Practice which can be viewed here. We have a policy on the Employment of Ex-Offenders and it is available upon request.
Due to increased demand for the service, two new posts have been created for Client Finance Officers
You will work as part of the Client Financial Services team and contribute to the provision of a high quality service for all appointee and deputy customers. You will be responsible for the accurate and timely management, safeguarding of personal finances for vulnerable adults who lack mental capacity.

You will oversee a caseload of customers, with reference to their personal finances, welfare benefit entitlements, savings, investments, debts and expenditure needs, but also having an understanding of their safeguarding and social care needs. The work is undertaken in accordance with key guidelines, policies and legislation from the Department of Work and Pensions (DWP), the Court of Protection (COP), The Office of the Public Guardian and the Mental Capacity Act.

Client Financial Services is part of Corporate Financial Management, supporting Adult Social Care teams and provides and appointee and deputyship service managing personal financial affairs for vulnerable adults.
As a blended worker, you may be able to work from home or remotely some of the time, or for certain tasks or limited days or hours. For the remainder of the time, you will be required to work at council sites or offices. This will depend on your role’s responsibilities and your personal circumstances.

About the Candidate

We are looking for a highly motivated individual with knowledge and working experience of welfare benefit entitlement rules. You will have an understanding of financial processes and experience of working in a financial setting or in a social care setting with vulnerable adults.
You should be able to respond to queries from a wide range of both internal and external stakeholders, in an efficient and courteous manner, using sound judgement, initiative and creative skills to resolve problems.

You will need to be highly organised and able to prioritise and self-manage a demanding caseload. You will work as part of a team of Client Finance Officers, but will self-manage your own caseload of clients, taking responsibility for the effective management of their financial affairs in accordance with the relevant policies and guidelines.
