The City of Pasadena seeks an Assistant Chief Information Officer to oversee the Applications Services Division for the Department of Information Technology (DoIT). The position will be responsible for leading a team of 25-30 supporting Enterprise and Line of Business Applications, Applications Development Services, UX/Web Services, Geographical Information Systems (GIS), data management, mobile, cloud, and emerging technologies to automate and enhance business processes, and provide 24/7 online and digital municipal services to the public. As a member of the senior IT leadership team, the Assistant Chief Information Officer will participate in and contribute to overall operations and strategy development to achieve the department and City’s business goals.

The ideal candidate will have a strong understanding of IT systems and applications, as well as the ability to consult with customers to implement new technology solutions. Responsibilities:
- Consult with customers to understand their needs and goals, and then develop and implement solutions that meet those needs.

Plans, organizes, directs, controls, integrates and evaluates the work of the Application Services Division in the Department of Information Technology; implements and monitors work plans to achieve goals and objectives; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
Directs and manages the performance of managers and staff; directs and oversees the selection of managers and staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development
Provides day-to-day leadership and works with managers and staff to ensure a high-performance, customer service- oriented work environment that supports achieving the department’s and the City’s mission, objectives and values; applies process improvement and quality management principles to assigned areas of responsibility to develop scalable and adaptable technical solutions.With other members of the department senior management team, participates in the formulation and implementation of departmental strategic plans, goals and objectives to achieve the City’s and department’s strategic plan.
Provides and directs the delivery of internal consulting services on information technology issues; works with City directors and managers to evaluate current and anticipated information systems and technology requirements and examines the feasibility of alternative conceptual approaches to meeting such requirements; works with City management to integrate and prioritize applications development and technology upgrade requests; recommends approaches and action plans that will produce maximum return on City technology investments; promotes the optimum use of adopted technology solutions.Represents the City and department on local and regional professional organizations and committees; establishes and maintains mutually productive working relationships with other information technology organizations; makes presentations and provides information regarding the department's operation.

Minimum Qualifications:
- Graduation from an accredited four-year college or university with a major in management information systems, computer science or a closely related field; and
- Eight years of progressively responsible experience in information systems, at least three years of which were in a senior management or project management capacity

- Project Management (Agile, Waterfall)
- Databases (SQL)
- Operating systems (Microsoft)
- SaaS and Cloud Based experience (PaaS, IaaS, DevOps, Azure, OCI)
- Strong Customer Service background

The selection process will consist of application evaluation, an oral panel interview, and a department level interview.

The Assistant Chief Information Officer is designated as "at-will". At-will employees serve at the pleasure of the appointing authority, which for this position is the Chief Information Officer and incumbents are subject to discharge without cause and without right of appeal.
Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.
For certain assignments, successful completion of a comprehensive background investigation is required, including a review of employment history, criminal conviction record, use of intoxicants and/or other controlled substances. In these cases, incumbents may be asked to work at secure locations and access highly confidential materials and information, in addition to working on systems that have citywide impacts.
