The role can be completed as a mixture of hybrid working (home and office based), however, any remote or home working arrangement does not constitute a change to your designated place of work or contractual terms and conditions. The successful candidate will be expected to pay for their commute to their normal place of work when required to be present.
Hours: 37.5 hours per week
Salary: £35,000 - £36,000 per annum
Background to Service:
Cardiff and Vale Drug and Alcohol Service (CAVDAS) is an Alliance of Barod, Recovery Cymru and Kaleidoscope Project with strategic partners G4S and Pobl. CAVDAS Alliance has been commissioned by the Cardiff and Vale Substance Misuse Area Planning board.
CAVDAS services will deliver specialist support and interventions across Youth Justice Services, Multi-Disciplinary Team (MDT) Cardiff Council Housing Services, Counselling, Recovery and Aftercare, Volunteering and Service User Involvement, Rapid Access Prescribing (RAPS), structured interventions, peer support and mutual aid, Harm Reduction and Work Force Development. CAVDAS will deliver an integrated young person’s, adults and family and carer information, advice, interventions, and support service. CAVDAS will work across Cardiff and Vale Health and Social Care partners, and forums to co-produce services delivering outcomes in the way that people want. We are looking to build a new culture providing one system for Cardiff and Vale and a unified, innovative, and flexible delivery model.
Purpose of the role:
Responsible for providing accurate data management, analysis, compilation and presentation of information and reports to the CAVDAS Alliance Manager and the CAVDAS Alliance Leadership Team. They will support the system wide performance review, and service improvement against Cardiff and Vale outcome framework and Welsh Government Key Performance Indicators.
Responsible for the integrity of the data placed on our case management systems.
Responsible for monitoring the operational performance of the service, highlighting issues to the CAVDAS Alliance Manager and CAVDAS management team when required. Responsible for supporting the wider organisation in achieving information governance goals.
Responsible for coordinating quarterly reports across multiple delivery teams.
The post holder will be expected to work in line with the Social Services and Well Being (Wales Act) 2014, and the Violence Against Women Domestic Abuse and Sexual Violence (Wales) Act 2015 to ensure safeguarding of individuals (adult and children) is at the heart of service delivery. A good understanding of confidentiality and information sharing legislation is required with the confidence to act professionally and seek guidance and support from line management and colleagues where appropriate.
Knowledge, Training and Experience Required
- Educated to Degree level or significant relevant experience in data management.
- Advanced IT skills evidenced by Advanced European Computer Driving Licence (ECDL) or equivalent experience.
- Previous data/analytical experience in data management.
- Good understanding of how databases are developed and operate.
- Proficient in the use of database systems (such as Access) and data evaluation using spreadsheet programmes (such as Excel).
- Excellent written communication and presentation skills both verbal and written.
- Understanding of information governance and the relevant legislation.
- Familiarity with NHS, public health, local authority data management systems would be desirable.
- Ability to support frontline managers with compiling information for individual case reviews.

Twelve key results areas
1. Manage the CAVDAS’s electronic and paper data ensuring its accuracy and security.
2. Responsible for the management of information systems to meet the requirements of the different parts of CAVDAS to ensure that the data is accurate and held in an understandable and usable format.
3. Analyse a variety of datasets, ensuring the results are accurate, fit-for-purpose and presented to a high standard, including the interpretation of results. Take responsibility for specifying requirements with the services providing advice and guidance on data capture and analytical matters and exploring alternative solutions and more complex analyses.
4. Be aware of and report on local and national Performance Indicators, Targets and Service Agreements, both for publication and to inform service planning.
5. Ensure validation of data by undertaking quality checks and regular audits of system information for service and national database needs, while also maintaining confidentiality of data, investigating anomalies, informing users where errors/inaccuracies have occurred and instigating corrective action.
6. Using the case management system and current data tools to produce accurate monthly submissions for Welsh Government.
7. Liaise with users to ensure all relevant data-collection is audited and verified for preparation of reports to aid in the decision-making processes and analysis.
8. Help produce and disseminate reports and graphs, including detailed accompanying narrative, as and when required and on a quarterly basis to ensure the CAVDAS Alliance Leadership Team and Substance Misuse Area Planning Board understand what work has been done.
9. Attend meetings as required to ensure effective communication with all service users, service staff, volunteers, and student placements.
10. Prioritise workloads, along with requests for information, without supervision.
11. Support CAVDAS’ vision and values.
12. Help ensure CAVDAS has a robust Information Governance approach.
Physical, mental, emotional, and environmental demands of the job
Physical Demands:
- Advanced keyboard skills requiring high degree of speed and accuracy.
- Daily requirement for inputting at keyboard for significant part of working day.
Mental Demands:
- Frequent requirement for concentration when producing accurate data, analysis of data, creating reports and calculating figures.
- Complex problem solving and attention to detail for analysis of data.
Emotional Demands:
- Occasionally working with very tight timescales to prepare ad-hoc reports.
- May deal with sensitive and distressing data.
- Managing several work streams whilst delivering to strict timescales.
Environmental Demands:
- Prolonged exposure to VDU use. 95% of work is computer based.
