EMR are looking for an experienced and self-driven Category manager who is looking to make a real impact on business performance at a time of substantial change for the business and the rail industry.
The role will be responsible for providing procurement governance and strategy development for within EMR, leading compliant tendering processes, compiling contracts, ensuring commercial governance and management of third-party suppliers.
Main responsibilities include:
- Development of the sourcing strategies for departments to support the implementation of third-party interactions in line with procurement processes
- Leading the sourcing activity to identify the right suppliers & delivery partners for EMR in line with company policies
- Creation of contractual agreements with suppliers insuring the inclusion of the latest legislation and company policies
- Undertake contract review meetings with customers and suppliers to develop working relationships through negotiation to maintain and strengthen EMR’s performance
- Advise and support the budget holders on the best practice for obtaining best value for money and the highest quality for goods and services required by EMR compliantly against the UCR 2015
- Run tender processes below and above the UCR 2015 threshold from end to end ensuring compliance
- Management of the supplier ledger for departments to ensure it is up to date with an appropriate level of detail
- General engagement with suppliers to support the delivery of contractual agreements
- Supporting the delivery of Procurement KPIs throughout the National Rail Contract taking appropriate measures to ensure KPIs are met and surpassed
- Where suitable support the delivery of group objectives and sourcing strategies to ensure best value from procurement exercises
- Management and Governance of the contracts database to ensure that contracts remain valid and any contractual breaches are identified and resolved
To be great in this role the ideal candidate will:
- Have a strong background knowledge of contractual agreements and development of terms to delivery strong performance position for EMR
- Experience working to multiple deadlines often under time constraints without compromising quality
- Have a high degree of commercial acumen coupled with excellent organisational and documentation skills.
- Be a team player with the ability to work with a wide range of stakeholders internally and external to the business
- Have knowledge of Procurement ERP systems, eSourcing tools and MS Office and knowledge and skill of the full procurement process
- Have strong analytical skills including the management of data
- Have the ability to develop and present an argument in a professional and influencing manner
- Hold a professional Qualification in Procurement (such as MCIPS) or related discipline
- Understand the contracting and licencing arrangements and terms of business
- Knowledge of Public Sector procurement policies, processes and procedures would be desirable

EMR has a hybrid working policy which is applicable for this role. This means the role can be based at home 2-3 days per week and in the office 2-3 days per week. Should you wish to work full time in the office this is also an option.
