We are committed to delivering a safe and reliable train service, by investing in our fleet of trains, stations and employees. As part of this investment we are looking to recruit an Access Support Manager on a full time, permanent basis, based in Birmingham.
Job Purpose
To support the Network Access Manager with track and depot access management, ensuring that West Midlands Trains is contractually compliant with all station access regimes, completion of Station and depot Changes, to support the commercial interests of the business through the management of the Qualifying Expenditure (QX) and Long-Term Charge (LTC) processes.
What does the job involve?
- Management of Station Change process on behalf of WMT, including preparation of Station Change proposals to support the wider WMT business and managing responses to incoming Station Change proposals from external parties via consultation with internal stakeholders.
- Preparation of Depot change proposals to support the Network Access Manager.
- Management of station lease agreements and lease plans with Network Rail and other third- party landlords.
- Management of Station Access Agreements and Station-specific Annexes for our entire portfolio of Stations.
- Management of QX and LTC regimes including preparation of offers, responses and negotiation with Network Rail and other TOC SFOs.
- Financial management of invoicing for QX, LTC, station lease charges and other ancillary station-related costs.
- Manage Charter Train station access requests with appropriate invoicing where necessary.
- Process depot Threshold Claims with Network Rail.
- Preparation of Minor Modification proposals to support the wider WMT business and managing responses to proposals from external parties.
What skills and experience do I need to do the job?
- Excellent knowledge of Station Access Conditions and the Station Change process.
- Excellent knowledge of Qualifying Expenditure and Long-Term Charging regimes and charging principles.
- Good understanding of other Regulatory access frameworks.
- Excellent attention to detail and numerical skills.
- Strong negotiation skills, ability to scrutinise and challenge to deliver measurable improvements from Network Rail and other suppliers.
- Ability to develop close working relationships with other functions and external stakeholders and suppliers, including legal partners when necessary.
- Excellent written and verbal communication skills and the ability to provide clear advice to senior managers on specific station-related policy and procedures.
- Ability to work independently when required, self-motivated with strong time management skills.
