About the Role
The systems team at one source manage the Oracle Fusion ERP systems and Civica Pay income system for the London Boroughs of Havering and Newham. Oracle Fusion manages key business processes for HR, Payroll, Finance and Procurement across these organisations and Civica Pay is our income system, with a much smaller number of users.
We are looking to appoint a new role of a Business Analyst, reporting to the Product Manager. You will lead the AS-IS and TO-BE, End-t-End analysis mainly for Oracle Fusion. This will see you engage with business and functional areas to understand their requirements and challenges. Your analysis will feed into the development of a tactical and strategic systems’ and/or process enhancements backlog, in-line with the Newham and Havering strategic and tactical objectives
You will work closely with the Product Manager. You will capture, validate and analyse the AS-IS and TO-BE systems’ and process requirements and help raise Systems’ and process change requests. In addition, you will participate in various phases of systems’ Testing.
Working in partnership with the Product Manager, Systems Delivery Manager and the team, you will mainly use the Agile framework to implement systems’ and process changes. Whilst Oracle Fusion will be the majority of your focus, you may be involved with Civica Pay and/or other systems.
About You
You will have substantial business and data analysis experience working in Agile, Oracle Fusion, ADO or JIRA and using BPMN. In addition to writing Epics and user stories with clear acceptance criteria you will be able to work with staff at all levels and to assess business needs and benefits to create and prioritise clear requirements for systems’ and process enhancements.
You will understand user-centred design and be able to influence solutions to provide positive user experience and system adoption. Using questioning, business and data analysis skills you will be able to differentiate between process, data and systems’ issues and help raise appropriate CRs in addition to offering advice regarding the TO-BE solutions. It would be beneficial to have local government knowledge and knowledge or experience of working with Civica Pay but neither of these are essential

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR. When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country. It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock. It also has a large Westfield shopping Centre in Stratford which has all the major retailers there.
