Responsibilities
This position is responsible for activities such as budget preparation, long range budget planning, monitoring of funds and reporting needs for the College of Medicine (COM) budget and financial reporting unit.
Collaborates with Program Director on COM budgetary activities to include budget preparation, long range budget planning, allocation of funds to COM departments/divisions. Assists with monitoring E&G funds including salary, rate management, position management, redistribution of funds, available balances and financial reports.
Coordinates with COM Finance & Administration (F&A) units for completion of metric reports. Oversees corrections and updates to managed funds in OnCall. Updates Hiring Plan from ePAF notification. Coordinates with COM F&A units and other FSU entities for timely retrieval of data. Compiles and analyzes multiple annual reports to various internal and external agencies (i.e., Provost/President requests, LCME Accreditation Annual and Special Reports, SACS, Strategic Initiatives, Board of Governors Special Requests, etc.).
Works with assigned department chairs/heads on budget questions or corrections. Creates templates for FY Department Budget requests. Assists Program Director in establishing salary and operating budgets for University Budget System entry. Serves as a liaison between COM Finance & Administration and COM Departments, FSU Controller's Office, other FSU entities and outside entities.
Responsible for maintaining COM commitments from other university entities, including identifying commitments, following up with departments for documentation and funding, and advising for use of funds appropriately. Reviews and recommends financial and procedural needs as necessary.
Analyzes current and develops new business processes and recommends improvements, updates, and changes as necessary for the effective management of staff and budgetary resources.
Qualifications
Bachelor's degree and one year experience; or a high school diploma/equivalent and experience equal to five years. (Note: post-high school education may substitute for experience at the equivalent rate.)
- Ability to communicate effectively verbally and in writing.
- Ability to develop and implement policies, procedures, goals, and objectives.
- Experience documenting existing and new processes.
- Ability to establish and maintain effective working relationships.
- Ability to evaluate process effectiveness and develop change or alternatives.
- Experience meeting project deadlines.
- Experience preparing and monitoring budget information.
- Experience prioritizing and organizing work assignments.
- Ability to compile, review, and reconcile data for accuracy, completeness, and compliance.
- Experience with Microsoft Word, Excel, and Outlook or equivalent software.
Preferred Qualifications
- Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations.
- Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices.
- Knowledge of applicable computer applications and computer functions to include Microsoft Office, Excel, OMNI/Oracle, and SharePoint.
- Knowledge of data analysis techniques and methodology.
- Knowledge of electronic data processing as it applies to fiscal and accounting activities.
- Knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP).
- Knowledge of the concepts, principles, and practices of accounting, budgeting, and cost control procedures.
- Knowledge of the principles and practices of fiscal control systems.
