Customer Operations & Code Management is the directorate within Elexon Ltd. that operates the more customer focussed processes of the multiparty contractual framework that is the Balancing and Settlement Code (BSC). Elexon manages its obligations and work via six Products, which matrix resource into its projects, as needed form supporting teams and other Products.
Sitting within Customer Operations & Code Management, the Rules Management team supports Ofgem and industry to develop and implement changes to the BSC (central industry processes and systems) that are beneficial to the wholesale electricity market. The team regularly engages with senior Elexon colleagues (up to executive level) and those across the GB electricity market, delivering high quality outputs to external stakeholders, directly impacting and strengthening Elexon’s reputation.
Rules Management covers BSC Change, Capacity Market Policy Advisory, Digital Management, and BSC Administration & Committee Support. The BSC Change team progresses changes to the BSC through a structured governance framework (Modifications, Change Proposals and BSC Issues), matrix managing multidisciplinary teams from across Elexon’s organisation to developing and assisting in the implementation of technical solutions to complex problems.
Job overview:
Working in the BSC Change team, you will report into the Head of Rules Management. You shall lead and develop a team of Change/Senior Change Analysts, being accountable for assuring the overall high quality and timeliness of their outputs in support of the central industry BSC change process.
The Manager shall oversee workload within the team, as well as getting hands-on in progressing changes (we expect an approximate 60/40 split between line management and progressing change). The Change Manager shall also actively develop internal processes and systems to support colleagues in efficiently progressing BSC Changes. The role holder shall regularly be required to challenge assumptions, unblock challenges and make fast paced decisions using all available evidence, to support colleagues in their work. You will need to feel comfortable engaging with and challenging others, in the right way, to ensure optimal outcomes. You will also deputise the Modification Secretary to the BSC Panel.
You shall also be involved in negotiations and discussions with Elexon’s customers (market participants), National Grid ESO, the Regulator (Ofgem) and government regarding all things BSC Change.
Key Responsibilities / Deliverables:
- Line manage (by directing, supporting, coaching and delegating) and lead a team of Change Analysts (currently approx. 4-5 direct reports), and matrix manage colleagues across Elexon to support the development and implementation of BSC changes
- Regularly chair industry workshops of up to 15-30 delegates at a frequency based on business need
- Proactively suggest and deliver improvements to internal processes, delivering tangible benefit for colleagues and the business. This may require facilitating internal meetings.
- To research, assess, develop and implement changes to the BSC framework, following a defined governance framework. This will include regularly drafting and quality reviewing technical papers of up to 10k words or more
- Ensure that all customer queries are resolved adequately and in a timely manner
- Engage with stakeholders (Ofgem, government, National Grid ESO and industry participants) in a positive manner to develop Elexon’s reputation and positively influence the BSC Change portfolio
- Provide expert guidance on BSC Change processes to customers, industry groups and Elexon colleagues
- Contribute to and lead ad-hoc projects as required to enhance the service provided by the business area
Job Requirements:
Essential:
- Line/matrix management experience
- Experience of leading project work
- Excellent organisation, planning and prioritisation skills
- A keen eye for attention to detail and an excellent standard of written English with strong analytical and report writing skills
- Be proficient in chairing meetings, navigating through competing priorities to achieve mutually beneficial outcomes
- Experience of delivering continuous process improvement to processes to achieve better outcomes for the business and its customers
- Experience managing and negotiating competing priorities
- Strong influencing and negotiating skills
- Ability to lead complex programmes of work
Desirable:
- Experience in utilities regulation or another regulated industry
- Experience of project methodologies including Agile/Waterfall
- Knowledge and experience of the BSC
