An exciting opportunity has arisen for the role of breast screening programme manager covering the South East London Breast Screening Programme based at Kings College Hospital, covering the South East London Breast Screening Service.

The South East London Breast Screening Programme covers six South East London Clinical Commissioning Groups: Lambeth, Southwark & Lewisham, Bromley and Bexley & Greenwich. The programme is responsible to the National Breast Screening Programme and is committed to the protocols and national standards therein, and is committed to invite well women between the ages of 50-70 for breast mammography 3 yearly.

We are looking for an enthusiastic and highly motivated individual for this position who will ensure the effective delivery of the service in accordance with agreed objectives, targets and quality standards associated with the NHS Breast Screening programme (NHSBSP).

You will be responsible for delivery and operation of the South East London Breast screening department. In conjunction with the clinical director you will be responsible for the planning and the delivery of the service in line with the National Screening Programme along with relevant local and national initiatives.

You will be a key member of the breast radiology and breast screening management team, leading projects to improve service delivery and meeting commissioning requirements in key areas. This post involves working closely with a multidisciplinary team.

You will have excellent verbal and written communication abilities and possess exceptional organisational skills.

You will deputise for the service manager-breast radiology and breast screening as required.

Call/ Recall Programme

  • Be responsible for the management of the Call/Recall Screening Service in South East London to required National and local standards. Ensure that all women are called/recalled within National Breast Screening Programme Quality Assurance Standards.
  • Ensure protocols and practices in the Call/ Recall Service are audited and reviewed regularly and amended as necessary.
  • Be responsible for ensuring any changes necessary within the Call/ Recall Programme are implemented to ensure performance targets are met.
  • Revise and monitor the Three Year Call/ Recall Plan to ensure that women are invited at the correct intervals.
  • Manage updates and changes to the batching methodology using current software packages as required.
  • Agree with the Breast Radiology and Breast Screening Service Manager a programme of staffing of sites and manage changes to the round length plan to ensure that women are screening within the National target.
  • Plan and organise the sites and movements of the Programme’s mobile screening units, co-ordinating the sites of the mobile vans with Call/Recall Programme so that women are invited for screening at the most convenient location.
  • Be responsible for implementation of any health economy boundary and border changes within the screening programme.
  • Monitor any slippage in the Call/ Recall Programmes and report such slippage to the SELBSP Clinical Director, Management Team, Commissioners and Regional Quality Assurance Team.
  • Be responsible for developing an action plan to manage the slippage and implement at the earliest possible opportunity, in collaboration with the SELBSP Clinical Director and Breast Screening Team
  • Investigate and manage the introduction of methods of improving coverage and uptake of the programme.
  • Manage the Screening Office Manager to ensure that Call/Recall batches are produced in line with the Three Year Call/ Recall Programme
  • To produce and monitor data and performance around the randomised age extension which is due to conclude in 2021.
Contracts
  • Lead, co-ordinate and review Service Lead Agreements with the Commissioners regarding their provision of services and information to the Breast Screening Programme. This should be completed utilising legal, CCTD Business Manager and other expertise.
  • Be responsible for ensuring there is an annual service level agreement (SLA) with QMH and KCH.
  • Be responsible for overseeing the management of contracts with external organisations such as the Nuffield Hospitals. Such that the KPI’s within the contract are met, highlighting to the SELBSP Clinical Director when this is not the case.
  • Be responsible for managing and monitoring the administration and clerical staff time related to the external contracts.
  • Be responsible for managing for film storage component and feed into the Trust wide storage contract.
  • Be responsible for the invoicing for the Family History screening ensuring this is completed within the Commissioners target to ensure prompt payment.
  • Be responsible for invoicing the Provider to Providers ensuring this is completed within 30 days of the examination.
  • Be responsible for ensuring that activity recorded on PIMs e.g. mammography excisions, is accurately coded to maximise income.
Information Technology
  • Lead the review and implementation of the Information Technology requirements of the service related to the NBSS system. This will include:
  • Manage links to external networks and sources of information.
  • Manage annual upgrades of the National Breast Screening System and updating of computer hardware as required. Monitor capacity of the present system and liaise with the appointed external computer support consultants.
Health Promotion
  • Establish and lead a programme of the Health Promotion service for the South East London Breast Screening Programme in Lambeth, Southwark, Lewisham and Bromley. Liaise with other staff, including the Breast Care Nurses, to ensure programme is delivered effectively and its outcome monitored.
  • Develop a 12 month Health Promotion action plan detailing LSL and Bromley activates.
  • Work with key personnel, including internal SELBSSP staff, the London QARC and Commissioners, to plan and implement methods of improving service uptake.
  • Lead in various Health Promotion projects as requested by the SELBSP Clinical Director and Commissioners and feedback progress.
  • Establish good communication with external body’s e.g. local community groups, religious and cultural groups, GP practices, local charities and Clinical Commissioning Groups.
  • Provide feedback reports to GPS after each screening round.
  • Develop Health Promotion literature and publicity.
  • Provide information and guidance on breast screening, family history and symptomatic breast services to the general public and primary care teams.
Finance
  • The post holder is to manage the Breast Screening budget within agreed targets as set by the Deputy Divisional Manager and to ensure financial balance at yearend.
  • Ensure that budget variants and unexpected expenditure to be brought to the attention of the Deputy Divisional Manager and to ensure financial balance at yearend.
  • To liaise with the Finance Manager on budget setting at the beginning of the fiscal year
  • To identify following year cost pressures, service developments and forecasting financial trends.
  • Co-ordinating the purchase and maintenance service contracts for all office equipment’s at all the screening sites.
  • To monitor all service contracts and warranties getting best valve on revenue.
  • To monitor the zero based budgeting system for Breast Radiology understanding any variances
  • To be responsible for ensuring that invoices raised for external work, family history are in line with SLA or local contract.
Performance Management
  • Be responsible for the accurate collection, analysis and reporting of activity related data within the SELBSP. Provide measures of performance and report regularly to the senior management.
  • Have a major role in developing, co-ordinating, implementing and maintaining the Breast Radiology and SELBSP balanced scorecard, including waiting list targets, capacity and demand, to be reported at local, Trust and external levels. This will require the coordination and collection of data across KCH, QMH, Southwark, Lambeth, Lewisham, Bexley, Greenwich and Bromley CCG.
  • Input into modifying the service provision as appropriate in relation to performance trends.
  • Provide a continuing improvement in service performance, within current guidelines and budgets, using detailed analysis of the demographic data to predict the screening capacity needed to meet the target round length on an annual basis within the three year rolling round length plan.
  • To monitor screen to normal and screen to assessment waiting times and inform clinical team of capacity and demand requirements, to ensure that optimum levels achieved.
  • In conjunction with the Breast Radiology and Breast Screening Service Manager, to advise Divisional management, the SELBSP Clinical Director and others on the implications of performance trends and initiate and changes required within SELBSP.
  • Work with the Breast Radiology and Breast Screening Service Manager, SELBSP Clinical Director and Deputy Divisional Manager to respond to commissioner-lead service reconfigurations.
NIGB

7.1 The SELBSP has been granted special dispensation by the National Information Governance Board under section 60 of the Health and Social Care Act, to enable the service to use client information to identify women due to be called for breast screening. Therefore the post holder is responsible for developing and administrating a NIGB system. This will include:

7.2 Ensuring the personal information on Patients and Care is accurate, current, secure and confidential at all times, in compliance with the data Protection Act 1998, the Caldicott principles and the common law duty of confidentiality.

7.3 Liaising with the Caldicott Guardian on disclosure of information and request received for such information.

7.4 Ensure all members of staff have read and understood the rules governing section 60 and have signed an agreement to adhere to these rules.
