Job description
The role is within Foreign National Offenders Returns Command (FNORC) Assurance, Risk Compliance and Programme Management Office (PMO) and can be conducted from any advertised location which has a FNORC team based. Some travel will be required to other Government Offices in the UK.
This is an exciting opportunity for the right candidate to develop and embed a wide range of people and engagement skills within a high performing team, delivering what is required to continue to make the team a great place to work and to support staff and senior managers in delivery. Immigration Enforcement’s, FNO Returns Command (formerly Criminal Casework) has overall responsibility for the removal of Foreign National Offenders (FNOs). The command works closely with a wide range of stakeholders to deliver Immigration Enforcement vision - to protect the public by reducing the size of the illegal population and the harm it causes - by:
- Removing FNO’s who commit criminal offences, where legislation permits
- Managing and monitoring the presence of FNOs in the community pending deportation when they cannot be removed immediately.
FNO Returns Command’s objective is to protect the public by deporting FNOs who commit criminal offences, where legislation permits, and to monitor and manage FNOs released into the community pending deportation. We do this by rigorously pursuing deportation against FNO’s who have committed criminal offences, managing each case through the legal process (for example appeals and Judicial Reviews), negotiating barriers (for example travel documents) and ensuring that the use of immigration detention is appropriate. This is an exciting, dynamic and fast paced environment with new challenges being faced daily.
The successful candidate will be expected to show significant flexibility and the ability to balance often competing workloads and priorities.
Person specification
Key Responsibilities Include:
- Completing 2nd Line Assurance checks
- Providing support to the Assurance Lead, engaging with Team Leaders and managers while a new assurance process is embedded
- Collating data provided by the Assurance Strategy
- Supporting the adoption of the FNO RC Quality Assurance Framework (QAF)
- Supporting commands in completing Quality Assurance Assessments for their staff, promoting awareness and providing support
- Managing and updating the FNO RC QAF Dashboard, to ensure accurate completion
- Updating and maintaining the QAF Tool & Dashboard with amendments to existing QAFs and new QAFs
- Supporting the Risk Manager in maintaining the FNO RC Risk Registers
- Supporting the Business Continuity (BC) Lead in maintaining BC records and assist with BC tests
- Co-ordinating the completion of the Simplified Management
- Managing the PMO inbox and calendar, dealing with queries where possible and escalating where required
- Managing the PMO folders, document library, document retention
- Providing secretariat support to the PMO and Senior Management Team (SMT) for governance boards and work groups including preparing agendas, drafting and circulating minutes and papers to set deadlines
- Supporting the wider FNO RC SMT when required, to deal with urgent or critical work as and when it arises
- Assisting with the PMO and BC command when required. This will include contributing to urgent commissions, projects, workshops and other priority workstreams across FNO RC.
- Other ad-hoc tasks as required.
Essential Criteria
Successful candidates will need to demonstrate:
- Strong IT skills, especially Excel and PowerPoint
- Flexible and able to proactively work on your own initiative to short deadlines
- Be able to communicate with impact, in person and in writing
- Good interpersonal skills and the ability to build effective relationships with
- Colleagues at every level
- Be able to work as part of a team and also independently with the ability to manage own time and priorities by managing workloads and activities to meet demanding milestones and deadlines

Sift and Interview dates
The sift is expected to take place week commencing 27th February 2023.
Interviews are expected to take place week commencing 13th March 2023.

Further Information
For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
A location based reserve list of successful candidates will be kept for 12 months. Should another role or similar role become available within that period you may be offered this position.
