Duties
This full-time permanent position serves as a Biologist for Whiskeytown National Recreation Area (https://www.nps.gov/whis/learn/nature/index.htm). Incumbent will provide leadership for a diverse vegetation program in the context of dynamic post-fire succession and recovery activities. The Biologist will guide effective management of vegetation communities, rare and listed plants, and invasive species across the 42,000-acre recreation area. The position will require a combination of office work, field work, and occasional travel for meetings and training.
Major Duties:
- Leads and coordinates vegetation inventory, monitoring, research and restoration projects at Whiskeytown National Recreation Area.
- Develops successful funding proposals and partnerships to support priority projects.
- Responsible for field season preparation, field data collection, QA/QC, data management, and archiving of long-term data.
- Analyzes data, interprets results, and communicates ecological and management significance of key findings to a variety of audiences through technical reports, peer-reviewed publications, nontechnical articles, and formal and informal presentations.
- Supervises field staff, develops work plans, writes reports, and conducts general administration of the park's vegetation program.
- Plans logistics for multiple simultaneous vegetation projects performed in remote backcountry locations involving steep, rugged terrain, intermittent communication, and across a broad geographic area.
- Develops mitigation guidelines for the protection and management of natural resources during the implementation of diverse projects and activities proposed within the recreation area.
Opportunities are abundant in the area for recreation including boating, camping, hiking, fishing, and wildlife viewing. Whiskeytown Lake's crystal-clear water is perhaps the most recognized feature of the park. However, water-based recreation is only a part of what Whiskeytown NRA has to offer. Visit waterfalls, hike through rugged mountains, explore California Gold Rush history, and observe post-fire ecology in action. Summers are hot and dry with potential for poor and hazardous air quality due to wildland fires. There are many housing options 10 miles from the park in Redding, CA, a community of nearly 100,000 people that contains all services.

- You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
- You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- You may be required to work overtime.
- If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
- You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes.
- You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Qualifications
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.
You must meet the basic requirements AND the minimum qualifications as defined below by close of the announcement.
BASIC EDUCATION REQUIREMENT: Successful completion a full four-year course of study at an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. You must include transcripts.
- OR -
Combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS, appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. You must include transcripts and your resume must show hours/week worked.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Leading and coordinating vegetation inventory, monitoring, research, or restoration projects; instructing others to identify plants to species; using natural resource data to inform and direct vegetation management actions and strategies; developing and implementing invasive plant management projects; summarizing results and reporting on projects; communicating scientific results to a variety of audiences. You must include hours per week worked.

EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. or equivalent graduate degree from an accredited educational institution concentrated in a field that is directly related to the work of this position, such as in biological sciences, agriculture, natural resource management, or ecology. You must include transcripts.

Successful completion of a combination of education and experience as described above. When combining specialized experience and graduate education, only units in excess of the first two years (36 semester hours or equivalent) may be used to meet the educational requirement. You must include transcripts and your resume must show hours/week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
