The Ministry of Energy and Resources develops, coordinates and implements policies and programs to promote the growth and responsible development of the province's natural resources industries. The ministry operates as the primary regulatory authority for the oil and gas industry and ensures competitive royalty systems, regulations, and policies for all natural resource sectors. The Revenue and Financial Services Branch provides executive direction and centrally managed services in the areas of financial management and administration, and other operational services that include accommodations required for the delivery of the Ministry’s mandate. Administers the revenue associated with mineral right holdings and non-renewable resources.
The Opportunity
The Revenue and Financial Services Branch is seeking a highly motivated, persuasive, and confident individual for a permanent full-time position in Regina.
Reporting to the Director of Revenue and Financial Services you will be responsible for:
- Providing leadership, guidance and support to a team of Revenue Billing and Collection officers;
- Monitor and evaluate work activities of the revenue billing system within the Integrated Resource Information System (IRIS) and ensure associated processes and procedures are in line with the ministry IT strategy;
- Plan, organize and direct the activities of the Collections work unit to ensure the various revenues assessed are collected;
- Support and assist the Director, Audit Services with regard to EOR audit assessment billings;
- Develop processes and procedures to support business processes and technology implementation;
- Recommend and promote changes to the revenue billing system and consult with internal business managers to ensure impacts are considered and understood.
The Ideal Candidate
The ideal candidate will have:
- Knowledge of accounting and auditing principles, techniques and procedures.
- Experience in revenue billing systems, knowledge and understanding of regular releases in an IT environment.
- The ability to listen and influence others to generate enthusiasm and commitment to the organization’s direction.
- The ability to communicate the vision for a change or innovation to those affected.
- The ability to recognize and celebrate successful individual and team outcomes.
- A demonstrated track record for achieving results in a complex, multiple stakeholder environment.
- Expertise in building and maintaining credible relationships across a diverse group of internal and external stakeholders.
- Comprehensive knowledge and understanding of business planning, accountability processes and risk management.
- The ability to break down structural and functional barriers and encourage a culture of cross-team collaboration for organizational effectiveness; and,
- Communicating expectations, explaining complex and changing information to diverse audiences, and handling sensitive information.
Typically, the knowledge and skills required for this position would be attained through the completion of a Degree in Business Administration. An equivalent combination of education and experience will also be considered.
