The post-holder will be part of a focused and dynamic team, delivering a multi-faceted, coordinated facilities management service to our patients and staff alike. This is a proactive role, which requires someone who can consider wider team issues whilst developing and refining the service.

The main aim of the role the Performance Manager is to ensure that the services being provided by any In House or Contracted service provider are being delivered in accordance with the agreed specifications. The post holder will be responsible for assisting with the rectification of any failures in service delivery, ensuring that suitable action plans are in place and supporting both the Trust and the Service providers in service improvements and achieving compliance with all standards and guidelines.

This is achieved by the post holder being responsible for the service monitoring of a broad range of in-house and out-sourced multi- disciplinary facilities management services, such as cleaning and waste.

This role will be accountable for resolving issues which have not been addressed by the various operational teams and is intended to be a champion on behalf of the North Middlesex NHS Trust. Develop facilities management action plans and ensure all statutory and Trust policies are satisfied.

Monitor and evaluate all monthly performance-based tracker to ensure standards are being upheld across the service. Working with the Deputy Contract Manager to achieve this

To develop and support governance mechanisms for delivery of successful performance, ensuring appropriate information flows to governance and contractual meetings.

The post holder will also be responsible for highlighting Facilities related Training needs through the production of a gap analysis that proactively manages and delivers the Mandatory and Statutory Training (MAST) program to the wider Estates and Facilities Teams.

Work in conjunction with Senior Managers to collate data and implement the NHS 2021 Cleaning Standards reporting.

Manage and develop a team of monitoring officers, to ensure that their work plans are in line with the departments, trust, and national objectives

Work with the Helpdesk to log jobs and input into cost trackers for month end billing.

Work with the Operations and Commercial Manager and Deputy contracts Manage liaising with internal and external contacts on a range of projects, broadly covering costing and performance tracking

Provide note taking support, according to policy, and maintain confidentiality throughout.

Manage resources and provide up-to-date impartial information to staff across the staff noticeboards and news screen.

Management of share point compliance, Service Level Agreements preparation of all required reports

North Mid is part of North Central London integrated care system – consisting of the NHS and Local authority organisations in Camden, Islington, Barnet, Enfield and Haringey. Financial: Administrational support for the ordering and delivery of materials and staff

Liaise with the Operations and Commercial manager regarding the outcomes of stock management,

  • consumption review
  • P&L
  • Participates in local and centrally led benchmarking and competitive tendering exercises to obtain either best price or best value for all soft FM services within remit.
Performance, Risk, and Incident Reporting:
  • Support the assurance for the Trust complies with all relevant statutory and NHS requirements for National Standards of Cleanliness (NSC2021) and Food Hygiene Legislation. Ensuring that this is evidence based.
  • Engage the process for implementing a trust wide PLACE audit function which delivers a consistent level of service delivery and consistent approach to audit across each site that the Trust operates in.
  • Conduct investigations to support a robust response to all incidents reporting via Datix.
Continuous Improvement and Innovation:
  • Working with the Operation and Commercial manager and the deputy contract manager explore any commercial opportunity for marketing soft FM services to external agencies/service providers. Creates business plans to support the case to acquire new work and business opportunities.
  • Develop and deliver action plans to remove and reduce areas of service failure and create and deliver action plans to improve service performance with the in-house team and influencing the contract service providers where necessary.
  • Pro-actively identifies where services delivered by the soft FM team can be improved upon and ensures participation at the appropriate level within the facilities management team to ensure that a team approach to improved service delivery is achieved and can be quantified.
  • Participates in regular management meetings to resolve recurrent service failures and implement programmes of rectification.
  • Develops initiatives and influences ward-based staff to embrace opportunities to continuously improve the quality of ward-based food services for patients and the retail services for visitors and staff.
Quality Standards and Monitoring:
  • Collates the evidence required to demonstrate statutory compliance for the Care Quality Commission, NICE, ERIC, PLACE, Monitor and for any other external bodies on an ongoing basis.
  • Conducts complex analysis of performance information, key performance indicators and proposing and agreeing action plans to resolve any service delivery issues relating to performance and financial aspects.
  • Monitors the level of patient, visitor, and staff satisfaction within all soft facilities management services and to agree and implement action plans to address any issues identified.
Communication:
  • Communicates and consults where appropriate, for changes in working practice designed to continually improve the service delivery, for patients, staff, and visitors. Consulting with appropriate bodies where necessary.
  • Attend team briefings and presentations, cascading service changes and updates, and wider soft FM communications to the whole team within their remit.
  • Develops reports to NHS Digital, Healthwatch and any other Trusts as required.
  • Provide data to external organisations, such as the Care Quality Commission, the Environment Agency and NHS Estates, ERIC, PLACE on soft FM performance matters.
  • Ensures that all staff actively supports the values and principles adopted by the trust.
