Duties

The selectee will serve as a Supervisory Attorney-Advisor in the Office of the Chief Counsel. Typical work assignments include:

  • Serving as a legal advisor regarding Secret Service protective operations, to include National Special Security Events and protection of designated individuals; reviewing and commenting on the legal aspects of agency law enforcement activities and initiatives; and providing legal services and advice in the area of electronic surveillance laws, investigative and protective technologies, and computer searches and seizures.
  • Providing administrative, technical and professional supervision over Senior Attorney Advisors, Attorney Advisors, Special Agent Attorney Advisors, and Legal Instructors of varying grades and levels of experience.
  • Oversight of the legal training provided to law enforcement personnel at the James J. Rowley Training Center (JJRTC) and the National Computer Forensics Institute (NCFI).
  • Providing legal services and legal advice, counsel, guidance, interpretation, opinions, and assistance on a wide range of legal and policy matters relating to general and administrative law and Secret Service operations.
  • Providing legal briefings on federal laws and policies that pertain to criminal and protection related procedures and investigations.

These positions are being announced to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed December 31, 2024.

Hired with the OPM approved salary off-set waiver granted to the Secret Service, annuitants can:

  • Earn full annuity and full Federal salary.
  • Earn annual and sick leave (not applicable for an intermittent work schedule).
  • Full-time, part-time, or intermittent work schedules.
  • Receive overtime (on a full-time schedule).
  • New hires under this authority will be offered a 1-year Term non-status appointment in the excepted service, with an option to be extended for 3 additional years, for up to a total of 4-years.
  • New appointments can be made until December 31, 2024, and can continue until their appointment NTE date has been reached. Appointments that continue past December 31, 2024, may be subjected to their salary being off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed.
  • Annuitants receiving a dual comp waiver are not eligible to contribute to TSP or make contributions to retirement.

Qualifications

Basic Requirements

Applicants must be a graduate of a law school accredited by the American Bar Association (J.D. or LL.B degree); and be an active member in good standing of the bar of a state, territory of the United States or the District of Columbia.

Specialized Experience:

In addition to meeting the basic requirements, applicants must also meet the specialized experience below.

  • Experience as a practicing attorney working on issues involving criminal law and procedure (litigation experience preferred).
  • Experience serving as a supervisor, team lead or project manager.
  • Experience preparing reports of findings and/or conclusions and advising on a variety of legal matters.
  • Demonstrated experience in expressing legal concepts both orally and in writing.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
