The NHS Wales Delivery Unit is currently hosted by Swansea Bay University Health Board, but will be transferring to Public Health Wales from 1 April 2023, as part of the establishment of the NHS Wales Executive. We will now be taking steps to work through the proposed transfer. This change has been undertaken in accordance with principles of TUPE regulations and the Organisational change policy. Candidates will maintain the terms and conditions agreed at the time of appointment.
NHS Wales’ national programme for transforming and modernising planned care and reducing waiting lists in Wales sets out the ambition to achieve recovery and transformation in planned care in Wales. At the same time, “A Healthier Wales” has established the vision of a ‘whole system approach to health and social care’.
Are you a leader with a passion for achieving the best outcomes for our patients? Are you committed to achieving transformational change in line with the National Clinical Framework that will support and deliver sustainable planned care? Can you provide leadership for the operational and strategic transformation agenda of planned care within NHS Wales, working collaboratively with, and leading, clinical and non-clinical colleagues across primary/community and secondary care to achieve results?
Reporting to the Director of Operational Improvement, you will lead the delivery of the planned care transformation plan that promotes sustainability and reduces variation across clinical pathways with a focus on improved patient outcomes.
Your focus will be on work that will transform services and practices to meet the ambition of a sustainable planned care service for the Welsh population, and specifically the recovery agenda and ambition set out in April 2022 in the National Recovery Plan.
You will work closely and collaboratively with a range of national agencies to drive delivery of the recovery and transformation programme, and the priorities identified by WG.
You will bring experience of leading and influencing change through policy implementation, as well as the ability to formulate long-term strategic plans. Working as a member of the Senior Management Team in the Planned Care Improvement and Recovery team offers the opportunity for a talented individual to further develop their skills, experience, knowledge at a senior level within NHS Wales. You will also gain further experience of working at all levels of the health and social care system, including working closely with Welsh Government colleagues, national programme boards, change programmes and policy development.
You will have significant management experience in healthcare, working at a senior level across a range of organisations.

The National Planned Care Improvement and Recovery team has recently been established to support delivery of Wales planned care recovery programme through a number of projects, focusing on reducing long waits and establishing robust, modernised, and sustainable health services to the citizens of Wales. It is an exciting time to be a leader in NHS Wales, helping shape the transformation required at pace and with purpose.
